Washington, Pa., December 19, 2002
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec,
Diana L. Irey and J. Bracken Burns, Sr. and Controller Mike Namie. Also being present: Richard DiSalle, Solicitor;
Cathi Kresh, Administrator/Chief Clerk; Linda Belcher, Administrative Assistant; Michelle Miller Kotula and Carrie
Taylor, Human Resources; Judge David Gilmore and Chris Brady, Court Administrator; Francis King, Treasurer; Larry
Maggi, Sheriff; John Pettit, District Attorney; Phyllis Ranko Matheny, Prothonotary; Mary Jo Poknis, Register of Wills;
Tim Warco, Coroner; Becky Ross, Clerk of Courts; Debbie Bardella, Recorder of Deeds; Michael Namie, Controller;

Chairman Bevec called the meeting to order at approximately 11:00 a.m. and noted that an Executive Session was
held on December 4, 2003 to discuss personnel matters.
Chairman Bevec entertained a motion to approve Minute No. 4-S-02 dated October 17, 2002.
Moved by Mrs. Irey, seconded by Mr. Burns, approving Minute No. 4-S-02 as written.

PUBLIC COMMENTS
None
REGULAR BUSINESS
Moved by Mrs. Irey, seconded by Mr. Burns, to approve the 2003 wages on the respective departmental salary
schedule which reflect the negotiated wage increase for union and non -union hourly employees as negotiated with the
Service Employee International Union (SEIU) Local 585, the Washington Court Association of Professional Employees
(WCAPE), the Pennsylvania Social Services Union (PSSU), Teamsters Local 205 (Jail), Deputy Sheriff's Association
(DSPA). These wage rates are effective January 1, 2003.

Moved by Mrs. Irey, seconded by Mr. Burns, that the salaries of Local 249-Assistant District Attorneys and
Assistant Public Defenders will remain the same as in 2002 since a contract agreement has not been reached. Local 249
is scheduled for arbitration.

Motion carried unanimously.
Moved by Mrs. Irey, seconded by Mr. Burns, to approve the salaried employees 2003 rates which will reflect a 3%
across the board increase. This is in accordance with the budget allotment assigned to each department. Salaried
employees hired during 2002 are eligible to receive a 3% across the board increase on their anniversary date. Raises
allotted to salaried employees will be effective January 1, 2003.

Chairman Bevec noted for the record it is the consensus of the Salary Board that any procedural errors in the 2003
salary schedules may be corrected administratively by Human Resources.

COURTS
Moved by Judge Gilmore, seconded by Mrs. Irey, approving the foregoing salary board items:
Director of Probation Services, Thomas Jess, Adult Probation, rate $51,500.00, reclassify position to Deputy Court
Administrator/Family Court and Probation Services, rate $54,000.00, eff. 1-1-03
Site Based Monitor, rate $8.79, create two FT positions, eff. 1-1-03. For new Leader Program in Northwestern
region of Washington Co. — reimbursable up to 80% from annual needs based budget through CYS and DPW

JURY COMMISSIONERS
A motion was made by Ms. Fisher to hire a temporary employee to be used for special trials and needs in the Jury
Commissioner's Office.
Chairman Bevec informed Ms. Fisher there is approximately $2,500 available in her budget that can be used for
summer help or temporary help. He also pointed out the budget has been passed and there isn't any available
funds at this time for any new positions. Chairman Bevec told Ms. Fisher, in speaking with Judge Gilmore, that
the Court Administrator would be willing to provide some assistance to the Jury Commissioner's Office during
special trial term.
Discussion followed on this matter.
Controller Namie explained to Ms. Fisher that this board can not force the majority of the Board of
Commissioners to create a position without the monies being budgeted for that position. He stated that would
be an illegal vote.
Chairman Bevec suggested Ms. Fisher meet with Judge Gilmore and possibly the Commissioners to discuss the
situation further to come to a reasonable solution to lighten the burden in her office.
