HomeMy WebLinkAboutCOMM - Meeting Minutes - 2-S-03 - 3-20-2003 - SALARYzs4 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 2-S-03 Washington County Commissioners Washington, Pa., March 20, 2003 The Washington County Salary Board met in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners John P. Bevec, Diana L. Irey and J. Bracken Burns, Sr. and Controller Mike Namie. Also being present: Richard DiSalle, Solicitor; Cathi Kresh, Administrator/Chief Clerk; Linda Belcher, Administrative Assistant; Michelle Miller Kotula and Carrie Taylor, Human Resources; Chris Brady, Court Administrator; Randy Vankirk, Deputy Controller; Linda Metz, Observer - Reporter; and Jim Jefferson, WJPA. Chairman Bevec called the meeting to order at approximately 10:50 a.m. and noted that an Executive Session was held on March 19, 2003 to discuss personnel matters. Chairman Bevec entertained a motion to approve Minute No. 1-S-03 dated January 6, 2003. Moved by Mr. Burns, seconded by Mr. Namie, approving Minute No.1-S-03 as written. Roll call vote taken: Mr. Namie — Yes; Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. PUBLIC COMMENTS None Chairman Bevec noted for the record it is the consensus of the Salary Board that any procedural errors in the 2003 salary schedule may be corrected administratively by Human Resources. ELECTED OFFICIALS COURTS Chris Brady presented to the Board correspondence from President Judge Gilmore stating he could not attend the meeting, therefore, Ms. Brady would represent him for voting purposes. Moved by Ms. Brady, seconded by Mr. Burns, approving a 3% increase in salary effective January 1,2003, for Law Clerks hired prior to January 1,2003. Law Clerks hired after January 1, 2003 will receive the same salary as established for the other Law Clerks. Jennifer Davis, Judge Emery Law Clerk, $25,320.49, increase to $26,080.11, eff.1-7-03 Brian Mancos, Judge Gilmore Law Clerk, $25,320.49, increase to $26,080.11, eff. 1-1-03 Renee Porada, Judge Pozonsky Law Clerk, $25,320.49, increase to $26,080.11, eff. 1-1-03 Robert Shaposka, Senior Judge Law Clerk, $25,320.49, increase to $26,08011, eff.1-1-03 Roll call vote taken: Ms. Brady - Yes; Mr. Namie — Yes; Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. 255 MINUTE C ■ ■ WASHINGTON COUNTY, PENNSYLVANIA DISTRICT ATTORNEY Chairman Bevec noted Mr. Pettit was not able to attend the meeting, therefore, Ms. Miller would present the District Attorney's items. Moved by Mr. Burns, seconded by Mrs. Irey, to approve the following Memorandums of Understanding for the District Attorney's Office. Assistant D.A. , $46,000.00, create one FT position to be funded by the STOP Grant and Child Abuse Prosecution, eff. 1-31-03 Office Manager, (Domestic and Sex Crimes Unit), $15,000.00, create one PT position to be funded by the STOP Violence Against Women grant, eff. 2-24-03 Assistant D.A., $34,150.00, create two FT positions to be funded by the United States Department of Justice, Bureau of Justice Assistance Program, Community Gun Violence Prosecution Program, eff. 1-21-03 Assistant D.A., $35,041.00, revised MOU (rate adjustment per union contract for two newly created positions, eff. 1-21-03 Adovcate for the Elderly, $10,500.00, create one PT position to be funded by the Drug Unit, eff. 3-17-03 Roll call vote taken: Mr. Namie — Yes; Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. CONTROLLER'S OFFICE Moved by Mr. Namie, seconded by Mr. Burns, approving the Memorandum of Understanding for the Controller's Office. Budget Analyst/Payroll Specialist to Payroll Specialist, reclassify position, eff. 1-3-03 Roll call vote taken: Mr. Namie — Yes; Mr. Burns — Yes; Mrs. Irey — Yes; Mr. Bevec — Yes. Motion carried unanimously. MEMORANDUMS OF UNDERSTANDING Moved by Mrs. Irey, seconded by Mr. Burns, to approve the following Memorandum of Understandings for the period of January 6, 2003 through March 19, 2003. DIETARY — HEALTH CENTER Carol Hisson, Asst. Director of Dietary Srvs., change the status of the position from non-exempt to exempt, eff.1-1-03 MENTAL HEALTH/MENTAL RETARDATION Robert Landis, Information Technology Tech., change the status of the position from exempt to non-exempt AGING Van Driver, Grade 1, 90%, $11.33/hour, create four per diem positions, eff. 1-31-03 HOUSEKEEPING Custodial/Working Superv., increase the hours of work from 6.5 hours to 7 hours per day VETERANS AFFAIRS Steve Dugas, Veterans Affairs/Benefits Coordinator, pay current temp. Ms. Miller Kotula presented to the Board for their consideration and approval the following items: Part time Parks position, $6.00/hour, create one PT position in Ten Mile Park, eff. 5-1-03 to 9-1-03 Summer positions, $5.75/hour, create summer positions for the departments that established summer employees in 2003 budget, not to exceed budget amount, eff. 5-15-03 to 8-31-03 Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing items.
