Washington, Pa., June 17, 2004
The Washington County Salary Board met in the Public Meeting Room of the Courthouse Square Office
Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi,
J. Bracken Burns, Sr. and Diana L. Irey; and Deputy Controller Randy Vankirk. Also being present: President Judge
David Gilmore; Phyllis Matheny Ranko; Prothonotary; Lynn DeHaven, Solicitor; Mary E. Helicke, Chief Clerk; Linda
Belcher, Administrative Assistant; Janice Urban and Carrie Taylor, Human Resources.
Co -Chairman Burns called the meeting to order at approximately 10:35 a.m.
Co -Chairman Burns entertained a motion to approve Minute Nos. 3-S-04 dated March 18, 2004.
Moved by Mrs. Irey, seconded by Mr. Namie, approving Minute Nos. 3-S-04 as written.

RATIFICATION OF MEMORANDUMS OF UNDERSTANDING
PROTHONOTARY
Moved by Mrs. Matheny Ranko, seconded by Mr. Maggi, approving the foregoing memorandum of
understanding.
Sandra Ross and Janet Carey, Clerk Typist II, Grade 4, 90%, rate 11.96, create one PT position, eff. 5-4-04. This
position will share a total of 19.5 hours per week with the other PT Clerk Typist II

Judge Gilmore was present to approve the following court -related items.
DOMESTIC RELATIONS
Sue Ellen Sedlitsky, DRO/Deputy Director, rate$39,096.48, approve position to continue as a regular position
instead of being on an interim basis, eff. 4-6-04. The add'1$2,000 of her annual salary will be funded at a rate of
66% by the Bureau of Child Support Enforcement and 33% by Washington County.
DOMESTICE RELATIONS. ADULT AND JUVENILE PROBATION. COMMUNITY SERVICES —FITS AND
DIVORCE COURT
Per diem pool positions, create three (3) positions for use when FT employees are on an approved extended leave
without pay. These positions will be paid on an hourly basis on the current pay grade the pool position is in;
there will be no effect on the office's budgets, eff. 4-14-04
Per diem pool positions, create two (2) positions for use in the LEADER Programs when FT employees are on an
approved extended leave without pay or when a vacancy occurs, eff. 4-14-04. The current pay rate for the
positions is $10/hour.

Mr. King thanked the Board and Human Resources for their quick action to his request for a temporary
position in his office to handle the large number of deer licenses. He noted the staff worked extra hours on the
weekends, therefore, he would not need the position filled.

Commissioner Irey noted for the record the creation of two new positions in this
office after the Board did an extensive reorganization, after allegations have been
brought up in the past with this office and an internal investigation that was recently
done that she is very uncomfortable with the creation of these positions.

be made FT and the PT position in L. Gregory's department will be abolished. However, if it is not
possible to combine the jobs, D. Goozdich will be moved to FT in HR at Healy's salary of $23,339.81.
