Washington County Commissioners
Washington, Pa., March 2, 2006
The Washington County Salary Board met in the Public Meeting Room of the Courthouse Square Office
Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken
Burns and Diana Irey and Controller Michael Namie. Also being present: Scott Fergus, Director of Administration;
Lynn DeHaven, Solicitor; Mary E. Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; Michelle Miller Kotula
and Carrie Taylor, Human Resources; and Tom Jess, Courts and Probation Services.
Co -Chairman Maggi called the meeting to order at approximately 10:30 a.m.
Co -Chairman Maggi entertained a motion to approve Minute No. 1-S-06 dated January 3, 2006.
Moved by Mr. Burns, seconded by Mr. Namie, approving Minute No.1-S-06.
Roll call vote taken:
Mr. Namie — Yes; Mrs. Irey — Yes;
Mr. Maggi — Yes; Mr. Burns — Yes.
Motion carried unanimously.

RATIFICATION OF MEMORANDUMS OF UNDERSTANDING
Tom Jess, representing the Courts, presented to the Board the following Memorandums of Understanding for
Court positions.
4237 — TUVENILE PROBATION
Kelly Zavacky, Office Manager, 26,579.10/year, increase to 27,579.10/year, eff.1/1/06
41848 — JUDGE MOSCHETTA BELL
Court Crier, Grade 4, rate 16.528/hour, create one FT position, eff.1/4/06
Law Clerk, 29,705.39/year, create one FT position, eff. 1/3/06
Judge's Secretary, 32,270.42/year, create one FT position, eff. 1/3/06
Moved by Mr. Burns, seconded by Mrs. Irey, approving the foregoing Memorandums of Understandings for the
Courts.

Clerk Typist II, Grade 4, create one FT position, eff. 1/9/06
4421— CHILDREN AND YOUTH
(TP) Casework Supervisor, rate 42,000.00/annual, create one Temp. position to work from 2/13/06 thru 4/2008
while C. Stanek is on maternity and CWEL leaves. The position will be eliminated after Ms. Stanek returns
from CWEL leave.
44111— AGING
Care Management Supervisor, increase in annual salary by $5,000, eff. 1/1/06. The increase is due to the add'1
duties that will occur due to oversight needed for the study conducted by the University of Pittsburg Alzheimer's
Disease Research Center that will occur during the period of 1/1/05 to 5/31/09. This increase will only be
effective for the period of the study. No County dollars are needed for this adjustment because it is included in
the study allocation.
4422 — CCIS
Jacquelyn Cimino, Secretary, rate 22,500.00/annual, create one Temp. position, eff. 2/21/06 thru 2/23/06 so that
J. Cimino may be trained in the position while S. Morgan is still employed. J. Cimino will then fill Ms. Morgan
FT vacancy effective 2/24/06. The annual salary for the position will be 22,500.00 effective 2/21/06, which is an
increase in annual salary of $924.58 from the amount that Ms. Morgan was paid.

Co -Chairman Maggi stated for the record items noted during 2006 were incorporated into the Salary Book. It is
the consensus of the Salary Board that any procedural errors in the 2006 salary schedule book may be corrected
administratively by Human Resources.
There being no further business, Co -Chairman Maggi declared the meeting adjourned at 10:35 a.m.
