HomeMy WebLinkAboutCOMM - Meeting Minutes - 9-S-08 - 9-4-2008 - SALARYMINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Washington County Commissioners Washington, Pa., September 4, 2008 The Washington County Salary Board met in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Bracken Burns and Diana L. Irey; Controller Michael Namie. Also being present: Lynn DeHaven, Solicitor; Scott Fergus, Director of Administration; Mary Helicke, Chief Clerk; Linda Belcher, Administrative Assistant; President Judge Debbie O'Dell Seneca and Tom Jess; Tim McCullough, Director of Human Resources; John Adams, interested citizen; Barbara Miller, Observer -Reporter and Jim Jefferson, WJPA. Chairman Maggi called the meeting to order at approximately 11:00 a.m. Chairman Maggi entertained a motion to approve Minute No. 8-S-08 dated August 14, 2008. Moved by Mr. Burns, seconded by Ms. Irey, approving Minute No. 8-S-08 as written. Roll call vote taken: Ms. Irey — Yes; Mr. Burns — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENTS John Adams, of Avella, stated that elected officials should not receive a 3% raise. President Judge O'Dell Seneca publicly thanked the Board for their support in the development of the expansion of the FITS Program through a PCCD grant. She explained the program will teach building -trades skills and mentor selected defendants on homes being built by Habitat for Humanity who are incarcerated for nonpayment of child support. Judge O'Dell Seneca said this program would hopefully keep them out of jail and alleviate overcrowding. FOR THE BOARD'S CONSIDERATION President Judge O'Dell Seneca presented the following items for the Board's consideration: ADULT PROBATION Probation Officer II, abolish one FT position, eff. 9/4/08 Probation Officer I,15.27/hour, create one FT position, eff. 9/4/08 JUVENILE PROBATION FITS Probation Officer I, abolish one FT position, eff. 9/4/08 Probation Officer II,18.09/hour, create one FT position, eff. 9/4/08 Moved by Judge O'Dell Seneca, seconded by Mr. Burns, approving the foregoing personnel items. Roll call vote taken: Judge O'Dell — Seneca — Yes; Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. FITS Foreman, 23,500.00, create one FT salaried position, eff. 9/4/08 FITS Training Manager, 30,000.00, create one FT salaried position, eff. 9/4/08 Moved by Judge O'Dell Seneca, seconded by Mr. Burns, approving the foregoing personnel items. DOMESTIC RELATIONS DRS Training Coordinator, 35,000.00, create one FT salaried position, eff. 9/4/08 Moved by Judge O'Dell Seneca, seconded by Mr. Burns, approving the above -mentioned personnel item. Roll call vote taken: Judge O'Dell Seneca — Yes; Ms. Irey — Yes; Mr. Burns- Yes; Mr. Maggi — No; Mr. Namie — Yes. Motion carried. TAX REVENUE Susan Stmisha, per diem employee,15.12/hour, extend the position until 9/1/09 to continue working on a special project. Her current hourly salary will continue until 12/31/08 and will increase to 15.57/hour, eff.1/1/09. Assessment Operations Manager, Asst. Chief Assessor, reclassify the position, eff. 9/4/08 ELECTIONS Temp. employee,15.00/hour, create two positions, eff. 9/15/08 to 11/28/08 Per diem employee, create three positions, eff. 9/28/08 to 11/7/08 HEALTH CENTER — INVENTORY CONTROL Barry Vlanich, Inventory Control Manager, 34,012.68 to 36,050.00, increase annual salary, eff. 9/4/08 HEALTH CENTER — MAINTENANCE Van Drive/Maintenance Worker,13.136/hour, create one PT position at Pay Grade 1, 90%, eff. 9/4/ RATIFY MEMORANDUMS OF UNDERSTANDING — AUGUST 14 through SEPTEMBER 3, 2008 DISTRICT ATTORNEY Illegal Slots Detective,16.00/hour, create ten (10) per diem positions, eff. 8/18/08. The total hours for the positions collectively will not exceed 750 hours annually. Moved by Mrs. Irey, seconded by Mr. Burns, approving the foregoing memorandum of understanding for the Domestic Relations Office. Roll call vote taken: Ms. Irey - Yes; Mr. Burns - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. VETERANS AFFAIRS Veterans/Human Services Coordinator,15.00/hour, create one TP position to work 6 % hours per day while S. Meighan is on maternity leave. Eff. 8/28/08 and will be eliminated when S. Meitghan returns from maternity leave. PARKS Zachary Wessel, summer employee, extend employment thru 10/3/08 Moved by Ms. Irey, seconded by Mr. Burns, approving the foregoing personnel items. It is the consensus of the Salary Board that any procedural errors in the 2008 salary schedule book may be corrected administratively by Human Resources.
