The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, at approximately 10:25 a.m. on Thursday, April 21,1994,
with the following members being present: Commissioners Mascara, Petrosky and Ford and Controller
Belcastro. Also being present: Stephanie Parish, Secretary; Linda Hands, Clerk -Steno II; Solicitor Bassi;
Kathy Emery, Assistant County Solicitor/Director of Employee Relations; Duane Kavka, Director of Human
Services; Sheriff Secreet; Joe Smydo, Observer -Reporter, Kris Schiffbauer, Herald Standard; Kathy Thomas,
The Valley Independent; Jim Jefferson, WJPA; and Darrell Sapp, Pittsburgh Post -Gazette.
4197 - SHERIFF
Moved by Mr. Ford, seconded by Mr. Mascara, to approve the following:
CREATE five (5) part-time positions of Deputy Sheriff I, (80%) Rate 7.721, will terminate on
9-30-94 (assigned to Parks Department on weekends)
CREATE eight (8) per diem positions of Deputy Sheriff I, (80%) Rate 7.721, no more than 60
days
CREATE two (2) per diem positions of Deputy Sheriff I, (80%) Rate 7.721, no more than 90 days
(Domestic Relations work only)
Remarks: Ms. Emery explained that this was a request from the Sheriff to address the backlog in his office.
Chairman Mascara noted that the Commissioners are trying to complete a study in relationship to
the problems in the Sheriffs Office as it relates to serving 15W criminal warrants and at the same
time take a look at the overall operation of the Court system as well as the security system and
how that relates to the Sheriffs Office and to ascertain the needs of the Sheriffs Office in the
future. He stated that this is a stop -gap measure in order to service these warrants and that is the
reason for time limitations.
Commissioner Petrosky stated that he has a problem supporting this request as he feels the Board
is being premature in terms of allocating additional staff to the Sheriffs Office before the Board
has enough information to really make a decision. He stated that he is concerned about several
issues. First, according to the Budget Director, the Sheriffs Office (as of eight pay periods this
year) is running overtime of approximately $26,000.00. Secondly, if that is projected out over the
12-month period, the deficit in the Sheriffs Office is going to run somewhere between $220,000.00
and $225,000.00. He noted that the Commissioners met with the Sheriff who indicated that the
fees in his office would be increased for the first three months of this year (January, February and
March) and that $10,000.00 was collected in January, $10,000.00 in February and then that figure
went up to $26,000.00 in March. According to the best estimate, the fees will continue at that
amount. But even if the fees do continue at the $26,000.00 level, there will still be a deficit of
approximately one hundred and some thousand dollars for the total operation of the Sheriffs
Office for 1994. He stated that, for these reasons, and because of his concern for the 1995 budget,
he cannot support this until he has additional information.
Chairman Mascara commented that although the problem of budgets being exceeded is not new
and that the budgets cannot continue to exceed year -in and year -out, it is apparent that there is a
very serious problem in the Sheriffs Office and he intends to deal with that problem by bringing
all of the players to the table and hopefully solve the problem. But, in the meantime, it is
necessary to serve those warrants, and in the interim, collect all of the data that's necessary. The
amount of overtime should be decreased by the ability of the Sheriff's Office to utilize these extra
per diem and part-time positions.
Commissioner Petrosky stated that although he agrees with Chairman Mascara's comments, based
on past experiences shared by both of them, he can recall very vividly a meeting that was held
with the former Sheriff in which Mr. Secreet participated whereby the Sheriffs Office indicated
to the Commissioners at that point and time that if the Salary Board increased the deputies in the
Sheriffs office that overtime could be eliminated. However, that did not happen. He stated that

based on his own personal experiences, the Board has a propensity to throw personnel and money
at a problem which really doesn't solve the problem. He stated that he feels the Board should
talk in terms of trying to increase the productivity in terms of the Sbes Ws office. And that is
why he is reluctant to move on this particular issue at this point bear um he is not convinced that
everything that needs to be done is being done relative to that office in harass of increasing the
productivity, and once he is convinced of that then he might be more comfodable in terms of
moving on this issue.
Sheriff Secreet stated that the Sheriffs Office is not doing any outside duties whatsoever, but is
only doing Court -related work in accordance with statutory laws and covering the County Parks
for the Parks Department.
Commissioner Petrosky commented that is certainly a step in the right direction. He stated
that the problem that he has is basically how far can the Board of Commissioners go in terms of
the taxpayers' money supporting the operation of the Sheriffs Office. He alluded to previous
suggestions made by Chairman Mascara that since the Sheriff is a Court officer that possibly the
Courfs budget could subsidize or support some of the activities of the Sheriffs Office.
Commissioner Ford pointed out for the record that the Sheriff had submitted a request for
additional personnel which the Commissioners denied because the Board wants to have a
comprehensive study performed relative to the duties and legal obligations of the Sheriffs Office.
He stated that, personally, he is not in agreement with it, but he is going to support it because he
feels this is a function between the Courts and the Sheriff and the Commissioners, as civil
administrators, hold the check. He feels that the Board has an obligation to make sure that these
outstanding warrants are served, and this is the fast step in getting the backlog cleaned up. He
stated that his second point is that he feels in the 1995 budget deliberations, the Board of
Commissioners will have to sit down with the judges with a well-defined budget to show them
what percentage of the Sheriffs budget is allocated to performing Court -related activities and ask
them for reimbursement accordingly.
