The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, at approximately 10:35 a.m. on Thursday, February 9,
1995, with the following members being present: Commissioners Petrosky, Bassi and Ford and Controller
Belcastro. Also being present: Chief Clerk Dallatore; Linda Hands, Clerk -Steno II; Solicitor Emery; Judge
Gilmore; Chris Brady, Court Administrator; Brian Bark, 911 Coordinator; Stan Rockovich, Director of Adult
Probation; Glenn Alterio, Public Defender; Sam Marra, Director of Administration; Janice Urban, Acting
Director of Employee Relations; Joe Smydo, Observer -Reporter, Chris Enzerra, Herald Standard; Kathy
Thomas, The Valley Independent; and Jim Jefferson, WJPA.
COURTS
Judge Gilmore explained that the reason for requesting the following salary adjustments was the fact
that historically the County tried to keep parity between the salaries of the Judges' staff and the
Commissioners' staff, primarily between the Judges' secretaries and the Commissioners' secretaries; however,
over the past few years, the salaries have gotten out of parity. As to the salaries of the Court Reporters and
Court Criers, Judge Gilmore stated Washington County's salaries are lower in comparison with other fourth
class counties, taking into consideration the different systems that are used by the various counties. Judge
Gilmore explained that there are funds in the Court's budget to cover these salary increases.

SALARY BOARD
WASHINGTON COUNTY, PENNSYLVANIA
Chairman Petrosky requested Sam Marra, Director of Administration, to explain the new departmental
reorganization that is being recommended for implementation. Mr. Marra stated that the proposed
reorganization involves the consolidation of fourteen functions into nine functions under the Department of
Administration. These include (1) Budget; (2) Data Processing; (3) Elections; (4) Facilities, which includes
Custodial Housekeeping/Maintenance, Garage, Maintenance, Property & Supplies and Purchasing; (5) JTPA;
(6) Jail; (7) Public Safety, which includes Emergency Communications & Coordination/911, EMS, Highway
Safety and Security Services (Watchman); (8) Records Management; and (9) Weights & Measures. He stated
that he will serve as Director of Facilities and Brian Bark will serve as Director of Public Safety. The
Records Management function is being created in anticipation of a county -wide records management system;
at this time, it will not be staffed. He noted that this reorganization realizes a savings of approximately
$50,000.00.
