Washington, Pa., April 20, 1995
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, at approximately 10:35 a.m. on Thursday, April 20,1995,
with the following members being present: Commissioners Petrosky, Bassi and Ford and Controller
Belcastro. Also being present: Chief Clerk Dallatore; Linda Hands, Clerk -Steno II; Janice Urban, Acting
Director of Employee Relations; John Pettit, District Attorney; Chris Enzerra, Herald Standard; Stephen
Svitek, Deputy Sheriff; Joe Murray, Chief Deputy Sheriff; Kathy Thomas, The Valley Independent; Joe
Smydo, Observer -Reporter; and Jim Jefferson, WJPA.
41986 - DRUG UNIT
Moved by Mr. Pettit, seconded by Mr. Ford, to create an additional twenty-five (25) per diem positions
of Detective at the rate of $9.00/hour to work on the Drug Task Force; these positions are created with the
establishment of an $11,000.00 cap to be used from this time forward with the understanding that if these
funds are exhausted, the District Attorney reserves the right to come back to the Salary Board for further
review of the program.
Roll call vote taken:
Mr. Pettit - Yes; Mr. Belcastro - Yes; Mr. Ford - Yes; Mr. Bassi - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Commissioner Ford commented for the record that he feels that every item on today's agenda which
requires the Board's action could have been taken care of during the year-end budgetary process and
subsequently at the January reorganization meeting. He stated that the Salary Board is a can opener to the
budget and he feels that there should only be two meetings during the year - one in January (reorganization)
and one in June/July to effectively deal with the different funding agencies. He noted the following for the
record: In 1992, nine Board meetings were held; cost to County - $9,400. In 1993, seven Board meetings were
held; cost to County - $3,800. In 1994, six Board meetings were held; cost to County - $60,000. In 1995, four
Board meetings have been held to date; cost to County - $72,000. Commissioner Bassi stated that he feels the
Board has made efforts to get this issue under control, and that the Board must take consideration the
substantial organizational structure revisions which the County government has experienced this year.
Chairman Petrosky stated that he feels that in certain instances to which Commissioner Ford alludes, it is
certainly correct; however, he feels that the degree to which Commissioner Ford wants to take the meetings
of the Salary Board is not a workable situation. He feels that the Board cannot put a stranglehold on the
activities of government as it must have the flexibility to operate as necessary, given whatever circumstances
may develop throughout the year.

(80%) rate 8.001, retroactive to April 10, 1995, for a period of 60 days for Judicial Tax Sale Postings.

Create Food Service Director position, Rate 880.77, 22,900.00.
Create 26 per diem Correctional Officer I positions in order to cover training and staffing in
preparation to move into the new justice center facility, Grade I, Step Start, Rate 7.939.

Moved by Mr. Belcastro, seconded by Mr. Bassi, approving the following for the period of May 15,
1995, through September 29, 1995.
Create twenty-five (25) Summer Manager positions at the rate of $6.50/hr..
Create four (4) Summer Intern positions at the rate of $7.25/hr.
Create eight (8) Crew Leader positions at the rate of $7.25/hr..

Moved by Mr. Belcastro, seconded by Mr. Ford, creating sixty (60) summer slots for the County for the
months of June, July and August; 10 positions available beginning May 15, 1995; Rate $4.75/hr.
