Also being present: Chief Clerk Dallatore; Linda Hands, Clerk -Steno II; Sam Marra, Director of Administration; Dick Cibella, Director of Employee Relations and Janice Urban, Assistant Director of Employee Relations; Judge Gladden; Chris Brady, Court Administrator; John Pettit, District Attorney; Sue Accetta, Domestic Relations; Chris Enzerra, Herald Standard; Kathy Thomas, The Valley Independent; Joe Smydo, Observer -Reporter; and Jim Jefferson, WJPA. 4236 - COURTS/ADULT PROBATION Moved by Judge Gladden, seconded by Mr. Bassi, approving the following: CREATE a Probation Services Department CREATE a Community Service Coordinator position, Rate 29500.00, 7.5 hour work day, new grant ends 9/30/96 ABOLISH one (1) Probation Officer II position, (Rich Miller), grant ended REMARKS: Commissioner Bassi commented that he is delighted at this affirmative step and would like to see some management grid set up with a person responsible for all probation activities and a more definitive organization and to see the funding and operations of Adult and Juvenile Probation unified. Judge Gladden stated that he has directed the Court Administrator to begin to look into the possibility of establishing an umbrella over the adult probation and juvenile probation operations and what effects this would have on the State grants (PBPP and JCJC) which the County now receives for these programs. MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA 4194 - DISTRICT ATTORNEY Moved by Mr. Pettit, seconded by Mr. Bassi, to CREATE an Entry Level Assistant District Attorney position, Rate 23579.92, for the Fast Track Intermediate Punishment Program (IPP); grant ends 6/30/96. REMARKS: Mr. Pettit commented that in reference to the Intermediate Punishment Program, in his capacity as the District Attorney, he looks at a program like this in a somewhat conflicting way as he works with police officers, detectives and assistant district attorneys who are all geared and trained to prosecute; and as prosecutors, by and large, they believe that when they make a good arrest the criminal should go to jail. He stated that taking all of that into consideration and understanding the economics of the program, he recognizes that as part of his duties as well and is willing to keep an open mind and go into this process. He noted that, however, with the creation of this entry level position, it is going to give him a relatively inexperienced person to be making perhaps some rather important decisions as this program develops and that person may not be able to make those decisions by himself/herself and he personally may have to review their decisions or one of his other assistants will be reviewing those decisions. He stated that he wanted to bring to the Board's attention that if an entry level person simply can not perform the functions required by this program that he would like to reserve the opportunity to come back and ask for a salary increase so that he could hire someone who has more experience and knowledge in the criminal justice system in order to perform these functions. He stated that he is certainly willing to cooperate and wants to see the program work as he feels it will be a good program for the Court and for county government in general and ultimately for the District Attorneys Office and the individuals who successfully go through the program. Discussion followed. Chairman Petrosky stated that he feels that if the need should arise whereby an entry level district attorney does not have the experience to perform the required functions, that Mr. Pettit could come back to the Board and ask for additional monies which could possibly be transferred from a different category in the IPP's budget.
