HomeMy WebLinkAboutCOMM - Meeting Minutes - 1-S-96 - 1-2-1996 - SALARYMINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No.1-S-96 Office of the County Commissioners Washington, Pa., January 2,1996 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately 11:05 a.m. on Tuesday, January 2,1996, for the purpose of reorganization, with the following members being present: Commissioners Ford, Irey and Burns and Controller Belcastro. Elected officials present included: President Judge Gladden; John Pettit, District Attorney; Sam Secreet, Sheriff; Phyllis Ranko Matheny, Prothonotary; Kathleen Flynn Reda, Register of Wills; Coroner Timothy Warco; Barbara Gibbs, Clerk of Courts; Kathy McCullough -Testa, Recorder of Deeds; Francis King, Treasurer; and Mary Holleran, Jury Commissioner. Others present included: Chief Clerk Dallatore; Attorney Jim McCune, Interim County Solicitor; Chris Brady, Court Administrator; Duane Kavka, Acting Director of Administration; Glenn Alterio, Public Defender; Linda Hands, Clerk -Steno II; Dick Cibella, Director of Employee Relations; Janice Urban, Assistant Director of Employee Relations; Sue Accetta, DRO Director; Ed Petricca, Director of Weights and Measures; John Logar of Washington; Edward Paluso of Charleroi; Frank Paterra of Monongahela; John Paterra of Charleroi; George Stewart, Chairman, Republican Committee; Julie Uram of Washington; John Campbell of Washington; Cliff Gorski and Keith Piasecki of WESA; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; Chris Haines, Herald Standard; and other interested citizens. COURTS Moved by Judge Gladden, seconded by Mr. Burns, to retain all Court employees as listed under each department at the classifications and salaries as contained in the salary schedule book. Roll call vote taken: Judge Gladden - Yes; Mr. Belcastro - Yes; Mr. Burns - Yes; Mrs. Irey - Yes; Mr. Ford - Yes. Motion carried unanimously. DISTRICT JUSTICES NOTE: Judge Gladden noted that there is a formula in Washington County which has been adopted by the Commissioners and the Courts to hire one employee for every 1500 case filings; putting that formula into effect, he made the following motions. (District justice Spence) Moved by Judge Gladden, seconded by Mrs. Irey, to CREATE a full-time position of District Justice Clerk at Grade 4, Step 80%, Rate 7.946, 516.52,13,429.42. Motion carried unanimously. 219 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA (District Justice Teagarden) Moved by Judge Gladden, seconded by Mrs. Irey, to increase the part-time District Justice Clerk position to a full-time position. (NOTE: This action results in Pamela Altman, District Justice Clerk, Grade 4, Step B, going from part-time at the rate of 9.933 to full-time at the rate of 9.933, 645.65,16,786.77; the part-time position will be abolished.) DOMESTIC RELATIONS Judge Gladden stated that it was his intention to make the following three motions_ this morning and then to move that they be tabled until the Commissioners and the Court can further consider them. Moved by Judge Gladden, seconded by Mr. Burns, the following motions and requesting that these motions be tabled until the February meeting of the Salary Board: CREATE a management position of Reception/Department Supervisor for the Washington County Domestic Relations Section at a salary of $21,630.00, (Rate of 831.92), seven -hour workday; and ABOLISH the position of Clerical Supervisor I. CREATE a management position of Intake Department Supervisor of the Washington County Domestic Relations Section at a salary of $21,630.00 (Rate of 831.92), seven -hour workday; and ABOLISH the position of Intake Clerk (Pay Grade 3). CREATE a position of Intake and Scheduling Clerk II for the Domestic Relations Section at a Pay Grade 5 level; and to ABOLISH the position of Intake & Scheduling Clerk/Working Supervisor (Pay Grade 5). Mr. Pettit distributed a report for the Commissioners to review at a later time which was prepared by John DiSalle. The report reflects that in the past six months five vehicles have been forfeited and $9,000 in cash will be turned over within a matter of days and he is working on four more vehicles. Mr. Pettit explained that, in addition, he 228 MINUTE SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA ....... _.. used Mr. DiSalle occasionally on some regular District Attorney work and that his report reflects his hours and the work he performed. Mr. Pettit then requested that the position be renewed for another six months on the same basis of keeping track of Mr. DiSalle's work product and its resulting revenues and to continue monitoring it. Mr. Pettit also asked for clarification of the status of the twenty-five (25) per diem drug task force detective positions which were created by the Salary Board on April 20,1995 (See Minute No. 4-S-95, page 175, for further reference). He stated that he feels that there was some misinterpretation of what he was attempting to accomplish and that he thought the Board understood and concurred with what he was doing. He explained that the full-time detective position in question had been a vacant position until he found someone qualified to take that position which occurred in September of 1995 when he hired Richard Kara. Mr. Pettit explained that this position was separate and apart from the additional slots that he had requested for part-time detectives and he felt that filling one position and then cancelling the others would be unproductive because Mr. Kara was hired to supervise the additional people. He further explained that, initially, there were 22 positions for task force members which was later expanded to 35 and further expanded to 55. He stated that however if all 55 slots were filled, he would not be spending any more money than he would if he had the original 22 because the intent was to have a "larger pool" of per diems available from which to draw. He explained that the reason for the "pool" was due to the fact that although the individuals wanted to remain on the task force to be available for drug sweeps or emergency situations, because of full-time employment or family situations, they may not be available for many hours. Mr. Pettit requested that these additional per diem positions be retained in order to provide for a larger pool to draw from. He stated that he is not asking for more money, but he needs more personnel to draw from in order to get the manhours. Chairman Ford stated that because the Board of Commissioners is faced with a 1.5 million dollar deficit and will have to consider reopening the budget and looking at ways to reduce costs, the Commissioners are asking everyone as it relates to Salary Board to table any motions to this degree until another Salary Board can be scheduled in mid -February. Chairman Ford stated that sometime prior to February 15th, he would suggest that Mr. Pettit meet with the Commissioners to discuss these issues at length. Mr. Pettit asked for a possible exception for the situation for Mr. DiSalle. Chairman Ford stated that as a member of this Board, he is not willing to spend a dime or do anything until he has an absolute snapshot of what is going on with the budget. Mr. Pettit noted that he is currently in the process of filling three vacancies in his office and he understands that there should not be any problems with this. Chairman Ford asked Mr. Pettit to "stand down" on filling these vacancies because as a member of the Board of Commissioners and as a member of the Salary Board, he has not had an opportunity to meet with his two colleagues to review the budget situation. Moved by Mr. Pettit, seconded by Mr. Ford, to retain all employees at the classifications and salaries as contained in the salary schedule book for the Office of District Attorney. Moved by Mr. Pettit, seconded by Mr. Burns, to table the positions of John DiSalle and the per diem 4 detective positions for the Drug Task Force until the next Salary Board Meeting which will be scheduled in mid -February. Roll call vote taken: Mr. Pettit - Yes; Mr. Belcastro - Yes; Mr. Burns - Yes; Mrs. Irey - No; Mr. Ford - Yes. Motion carried. Chairman Ford and Mr. Pettit discussed the matter of filling the current vacant positions in the District Attorney's Office which have been retained. Mr. Pettit stated that he would be submitting to the payroll department the names of individuals to fill the vacant positions of Assistant District Attorney which are an absolute necessity. Mr. Pettit noted that Mr. DiSalle is scheduled to handle a homicide hearing in two days which now he won't be an Assistant District Attorney and Mr. Pettit will have to pull someone out from another area with less experience. Chairman Ford stated that although it is entirely up to Mr. Pettit, he suggested that Mr. Pettit hold in abeyance the filling of the vacant positions until he has been able to meet with the Commissioners prior to the next Salary Board meeting to be held in mid -February. Mr. Pettit expressed his concerns with Chairman Ford's request for him to not fill the vacant positions and noted that by not filling these vacant positions, it could present problems with meeting the Court's schedule for cases to be heard.
