Washington, Pa., July 11, 1996
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, at approximately 10:40 a.m. on Thursday, July 11, 1996, with
the following members being present: Commissioners Ford, Irey and Burns and Controller Belcastro. Also being
present: Judge O'Dell Seneca; Sam Secreet, Sheriff; Kathy McCullough Testa, Recorder of Deeds; Tina Dallatore,
Chief Clerk; Linda Hands, Clerk -Steno II; Attorney James McCune, Acting Solicitor; Dick Cibella, Director of
Employee Relations; Janice Urban, Assistant Director of Employee Relations; Duane Kavka, Acting Director of
Administration; Chris Brady, Court Administrator, Tim Harrison, Director of Juvenile Probation; Steve Tkach,
Community Services Director, John Logar, Tax Appeal Board Member; Harry Sabatasse, Anthony Turriziani,
Kirk Holman and Jon Azzarello, interested citizens; Joe Smydo, Observer -Reporter; Chris Haines, Herald

Chairman Ford called the meeting to order and entertained a motion to approve Minute No. 1-S-96 dated
January 2, 1996.
Moved by Mr. Belcastro, seconded by Mr. Burns, approving Minute No. 1-S-96 dated January 2, 1996, as
presented.

Motion carried unanimously.
Chairman Ford entertained a motion to approve Minute No. 2-S-96 dated February 15, 1996.
Moved by Mrs. Irey, seconded by Mr. Belcastro, approving Minute No. 2-S-96 dated February 15, 1996, as
presented.

4237 - JUVENILE PROBATION
Moved by Judge O'Dell Seneca to create one position of Probation Officer II for the school based
probation program for the Trinity Area School District; and that the salary level be equal to the other two
positions that already exist for this program.
Chairman Ford advised Judge O'Dell Seneca that the Board of Commissioners does not support the
proposed salary level for this position. She stated that she understood the position of the Commissioners, but the
Court feels that all of these positions have to be treated equally.
Motion died for lack of a second.

Chairman Ford recommended that Judge O'Dell Seneca make two separate motions; (1) to create the
position; and (2) to set the salary level.
Moved by judge O'Dell Seneca, seconded by Mr. Belcastro, to create one position of Probation Officer H
for the school based probation program for the Trinity Area School District.

Moved by judge O'Dell Seneca that the foregoing position be at a D step equal to the other two school
based probation officer positions.
Dick Cibella, Director of Employee Relations, explained that the Board of Commissioners does not support
the D step because the D step is based on seniority of the individual; and when a job is posted, the seniority of the
individual and that step that reflects that seniority goes with the individual who gets the job. Therefore, the
seniority step is not a part of the job; the seniority stays with the individual.
Motion died for a lack of a second.
(NOTE: In accordance with the union contract, this position is at the 80% rate of 9.56.)
4238 - COMMUNITY SERVICES
Moved by judge O'Dell Seneca, seconded by Mrs. Irey, to create a part-time position of Community
Services Aide at the rate of $9.00 per hour, not to exceed $8,200 per year (grant funded).

Moved by Mrs. Irey, seconded by Mr. Burns, ratifying a 4% salary increase for current salaried employees
employed by the County as of July 1, 1995. Employees hired after July 1, 1995, and who are still employed on
their one year anniversary date will receive salary increase consideration on their anniversary date in accordance
with the salary increase amount granted for that particular calendar year.
