Bracken Burns, Sr.; Scott H. Fergus; Controller Paul Belcastro; President Judge Thomas Gladden. Absent being: Commissioner Diana L. Irey. Chairman Burns noted that an Executive Session was held on December 30, 1998, for ihr ru-r asi 0` discussing personnel matters. Chairman Burns entertained a motion to approve Minute No. 1-S-98 dated Januaiy 5, 1998. Moved by Mr. Fergus, seconded by Mr. Belcastro, to approve Minute No. 1-S-98 as written. Roll call vote taken: Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns -Yg�. Motion carried unanimously. Moved by Mr. Belcastro, seconded by Mr. Fergus, that the wages listed on the respective departmental salary schedule reflect the negotiated wage increase for hourly employees as negotiated with the Washington Court Association of Professional Employees (WCAPE), effective January 1, 1999. Roll call vote taken: Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns - Yes. Motion carried unanimously. Moved by Mr. Belcastro, seconded by Mr. Fergus, the Service Employees International Union (SEIU); Pennsylvania Social Services Union (PSSU); Teamsters Local 205; and Deputy Sheriffs Association; Union wages remain the same as in 1998 due to the expiration of the contracts December 31, 1998. Contract negotiations have been extended into 1999. SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Roll call vote taken: Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns - Yes. Motion carried unanimously. Moved by Mr. Belcastro, seconded by Mr. Fergus, that the salaries of Local 249 Assistant District Attorneys and Assistant Public Defenders will remain the same as in 1998 since a contract agreement has not been reached with the proposed Union. Roll call vote taken: Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns - Yes. Motion carried unanimously. Moved by Mr. Belcastro, seconded by Mr. Fergus, that the salaried employees 1999 rates reflect a percentage merit increase as determined by the respective department heads based on the results of the employee's performance appraisal. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 1998 are eligible to receive a merit increase on their anniversary date, based on the results of their performance appraisal and in accordance with the budget allotment assigned to each deapartment. Also, it was noted for the record that it is the consensus of the Board that any procedural errors in the Salary schedules may be corrected administratively by Human Resources. ELECTED OFFICIALS COURTS Moved by judge Gladden, seconded by Mr. Belcastro, to retain all Court employees under the jurisdiction of the Courts, as listed in each department at the classifications and salaries as contained in the salary schedule book. Roll call vote taken: judge Gladden - Yes; Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns - Yes. Motion carried unanimously. Moved by judge Gladden, seconded by Mr. Belcastro, for the approval and ratification of the Salary Board Agenda Ratifications for 1998 which contains certain matters that have been acted upon during the year. JURY COMMISSIONER Moved by Ms. Ortwein, seconded by Mr. Belcastro, to retain all employees under the jurisdiction of the Jury Commissioner as listed under the classification and salary as contained in the salary schedule book. Ms. Fisher stated that she would like to discuss the motion on the table. She pointed out that with three part time employees in the office, there is a need for someone to be in the office for daily coordinating of procedures and functions of the Jury Commissioner Office. As a member of the Salary Board, she had requested to reclass the Clerk Typist I position to a Clerk Typist II position. 472 MINUTE B❑❑K SALARY BOARD WASHINGTON COUNTY, PENNSYLVANIA Chairman Burns questioned whether Ms. Fisher wanted to amend the motion on the table. Ms. Fisher stated "Yes". Ms. Ortwein stated that she agrees with one part of the motion and disagrees with the other part of the motion. Ms. Ortwein requested to breakdown the motion into two parts. Chairman Burns noted that could be done. Ms. Ortwein agreed to the position being reclassed from a Clerk Typist I to a Clerk Typist II. Chairman Burns asked if this position was taken to the Reclass Board and was informed the Reclass Board denied the request to reclass the position from a Clerk Typist I to a Clerk Typist II. Moved by Ms. Fisher, seconded by Mr. Belcastro, to reclass the Clerk Typist I to a Clerk Typist II in the Jury Commissioner's Office. Roll call vote taken: Ms. Fisher - Yes; Mr. Belcastro - Yes; Mr. Fergus - Yes; Mr. Burns - No. Motion carried. Moved by Ms. Fisher, seconded by Mr. Belcastro, to change the Clerk Typist II part time position to Clerk Typist II full time position.
