Office of the County Commissioners
Washington, Pa., January 3, 1989
The Washington County Salary Board met in session in the Public Meeting Room
of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately
10:10 a.m. on Tuesday, January 3, 1989, for the purpose of reorganization, with the
following members being present: Commissioners Mascara and Paluso and Controller
Beharry. Absent being: Commissioner Petrosky who was in the hospital. Elected
Officials present were: Judge Gladden; John Yoney, Treasurer; Bob Franks,
Prothonotary; Farrell Jackson, Coroner; Barbara Gibbs, Clerk of Courts; John Pettit,
District Attorney; and James Fazzoni, Sheriff. Others present included; Geraldine
Churney, Deputy Register of Wills; Mel Bassi, Solicitor; Chief Clerk Dallatore; Lou
Lignelli, Director of Administration; Mary J. Drewitz, Court Administrator; Margaret
Pennline and Janice Urban, Personnel Office; Kathy Emery, Assistant Solicitor; John
Liekar, Public Defender; Bill Sember, Director of Planning; Mike Prascak, Director
of Information Systems; Dan Huffman, Director of Human Services; Kevin Humble,
Budget Director; Administrative Assistant Davis; Judi Lomago, Executive Secretary;
Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Francis King, Director of
Property and Supplies; Wayne Fleming, Director of Revenue; and Jon Stevens,
Observer -Reporter.
Approval of Minutes
Chairman Mascara noted that approval of Minute No. 10-S-88 dated November 3,
1988, and Minute No. 11-S-88 dated December 1, 1988, would be held in abeyance.
Salaried Employees
Moved by Mr. Paluso, seconded by Mr. Mascara, that the 1989 salaries include
a 5% increase for all salaried employees, or higher as noted on the salary
schedules; and that any salaried employee hired during the 1988 year will have
his/her raise applied on his/her anniversary date in 1989 on a pro -rated basis,
effective on his/her anniversary date, law clerks excepted.

Union and Non -Union Hourly Employees
Moved by Mr. Paluso, seconded by Ms. Beharry, to set forth the negotiated
compensation schedules (copies of which are attached hereto and made a part hereof)
for all union employees and non -union hourly employees, which includes per diem,
part-time and temporary employees.
Roll call vote taken:
Ms. Beharry - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes.

Moved by Judge Gladden, seconded by Mr. Paluso, that all current full-time,
part-time, temporary and contracted employees be retained for the year 1989 in
accordance with today's previous motions.

existing and incoming law clerks to $18,000.00 per year. ,

and District Justice Amati.

Moved by Judge Gladden, seconded by Mr. Paluso, to equalize the salary of
Deborah Gasper, District Justice Secretary, (District Justice Mavrich) in accordance
with the other thirteen District Justice Secretaries.

Moved by Judge Gladden, seconded by Mr. Paluso, to equalize the salary of
the Management Officer/Civil Division (G. Barney) to that of the Administrative
Liaison (C. Brady) and Management Office/Budget and Purchasing (D. Spesak).
Remarks: Some discussion followed between Judge Gladden and Ms. Beharry relative to
this request.

Moved by Judge Gladden, seconded by Ms. Beharry, to CREATE a full-time
position of Court Reporter at Salary Step 1 of the 2-step range that had been
previously created, which would increase automatically to the second step after one
year of service.
Remarks: Judge Gladden noted that once the full-time Court Reporter is hired and
the outstanding transcripts have been submitted by the contracted Court
Reporter, the contracted Court Reporter position can then be abolished.
He also noted that once the full-time Court Reporter is hired, the
contracted Court Reporter will only be paid for the outstanding
transcripts and not at the per diem rate.

Controller Beharry requested the Commissioners to take a look at the status
of the two per diem positions verses full-time under the union contract. Chairman
Mascara noted that these positions were allocated to the Controller with the caveat
that the Board could work something out with the Controller and her Solictor. He
was hopeful that they could still do this.
Controller Beharry stated that she is willing to accept the 5% raise for the
Deputy Controller position at this time, but she hoped that after reviewing
applications and interviewing applicants that the salary could be adjusted
equivalent to other Deputy Controllers (10% percent or somewhat higher) or similar
to the raise granted to the Chief Deputy Sheriff.
