II Chairman Mascara entertained a motion to approve Minute No. 2-S-89 dated January 12, 1989. Moved by Ms. Beharry to approve Minute No. 2-S-89 dated January 12, 1989, with the notation that she questioned the retroactivity of Shirley Kelley's rate change. Motion died for lack of a second.
