PALUSO, COMMISSIONERS n� _ ;Minute No. 6-S-89 3 k Office of the County Commissioners Washington, Pa., May 25, 1989 N The Washington County Salary Board met in session in the Public Meeting =Room of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately 10:50 a.m. on Thursday, May 25, 1989, with the following members E being present: Commissioners Mascara, Petrosky and Paluso and Controller iBeharry. Also being present: Chief Clerk Dallatore; Mel Bassi, Solicitor; Kevin Humble, Budget Director; Dave Suski, JTPA Director; Margaret Pennline, ;Personnel Director; Janice Urban, Assistant to the Personnel Director; rDr. Barry Parks, Washington County Health Center Administrator; Mike Prascak, ;Director of Information Systems; Barb Davis, Administrative Assistant; Angie 'Alampi and Debbie DeStefano, Aging Services; Linda Hands, Clerk -Steno II; ;Jon Stevens, Observer -Reporter; Pete Skirchak, Herald Standard; and a group of ;senior citizens. APPROVAL OF MINUTES Chairman Mascara noted that approval of Minute No. 1-S-89 would be held din abeyance. Chairman Mascara entertained a motion to approve Minute No. 5-S-89 !dated April 20, 1989. Moved by Mr. Petrosky, seconded by Ms. Beharry, approving Minute No. 5-S-89 dated April 20, 1989, as written. Roll call vote taken: Ms. Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4112-112 - ADMINISTRATION Moved by Mr. Petrosky, seconded by Mr. Paluso, to CREATE nine (9) summer slots at the rate of $4.00/hour. Remarks: Ms. Beharry questioned the purpose of these positions. Chairman Mascara explained that similar action was taken at the last meeting (Minute No. 5-S-89 dated April 20, 1989) whereby the positions were allocated to Administration, but may be subsequently assigned to various other departments and that the Controller's Office will be so notified of all assignments so that the proper departmental budgets may be charged accordingly. Roll call vote taken: } Ms. Beharry - No; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. 4135-135 - BUDGET Kevin Humble, Budget Director, recommended the Board's approval of the following: ABOLISH position of Revenue Clerk CREATE position of Clerk II, Grade 3, (80%) Rate 5.710, 371.15, 9649.90 76 SALARY MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS -------- --- ____- -- - - ----- __�n - =Remarks: Ms. Beharry questioned the duties to be performed by the Clerk II (Pay Grade 3) as opposed to the Revenue Clerk (Pay Grade 5) and whether or not the Union was in agreement. Mr. Humble explained that the job description of the Clerk II will allow the performance of more comprehensive work than that of the Revenue Clerk which was too € restrictive. He noted that this change would save approximately $2,000.00 of taxpayers' money. More discussion followed. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing with the caveat that it be discussed with the Union. Roll call vote taken: Ms. Beharry - No; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. 4411-402 - AGING SERVICES Moved by Mr. Paluso, seconded by Mr. Petrosky, to CREATE a Homemaker position (AAA funded), Grade 2, (80%) Rate 5.602, 364.13, 9467.38. Roll call vote taken: Ms. Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4441 - JTPA Moved by Mr. Paluso, seconded by Mr. Petrosky, to CREATE two (2) Summer Manager positions at the rate of $5.50Jhour. Remarks: It was noted that these positions were requested by Greene County. Roll call vote taken: i Ms. Beharry - Abstained; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. 4461-1020 - HEALTH CENTER Moved by Mr. Paluso, seconded by Mr. Petrosky, to approve the E E ;following: t 9 1 CREATE ten (10) per diem I positions of Nurses Aide, Grade 2, # (80%) Rate 5.551 € iNote: Dr. Parks explained that these positions are needed temporarily due to the new OBRA regulations which require that all nurses aides be certified. Commissioner Petrosky requested Dr. Parks to track, for future reference, the additional costs expended by the County in order to meet the OBRA regulations. A lengthy discussion followed. CREATE position of Nurses Aide, Grade 2, (80$) Rate 5.551, 444.08, 11546.08 CREATE position of LPN, Grade 6, (80*) Rate 7.265, 581.20, 15111.20 CREATE part-time position of LPN, Grade 6, (80*) Rate 7.265, 232.48, 6044.48 ;Note: Dr. Parks explained that these positions are needed due to the new level of care (heavy care intermediate) which has been instituted by DPW. Ms. Beharry objected t to creating a salary range. Roil call vote taken: Ms. Beharry - Abstained; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
