Washington, Pa., June 29, 1989
The Washington County Salary Board met in session in the Public Meeting!,
Room of the Courthouse Square Office Building, Washington, Pennsylvania, -at
approximately 10:40 a.m. on Thursday, June 29, 1989, with the following membersn
being present: Commissioners Petrosky and Paluso and Controller Beharry.
Absent being: Commissioner Mascara, who was recuperating from an operation.
Also being present: Judge Gilmore; Mary J. Drewitz, Court Administrator; Lou
Lignelli, Director of Administration; Chief Clerk Dallatore; Margaret Pennline,,'
Personnel Director; Janice Urban, Assistant to the Personnel Director; Linda
Hands, Clerk -Steno II; Linda Ritzer, Observer -Reporter; and Pete Skirchak,
Herald Standard.
APPROVAL OF MINUTES
Vice -Chairman Petrosky noted that approval of Minute No. 1-S-89 would
be held in abeyance.
Vice -Chairman Petrosky entertained a motion to approve Minute No.
6-S-89 dated May 25, 1989.
Moved by Ms. Beharry, seconded by Mr. Paluso, approving Minute No.
6-S-89 dated May 25, 1989, as written.
Roll call vote taken:
Ms. Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Relative to the meeting minutes of May 25, 1989, discussion was held on
the matter of whether or not Frances White actually worked as a Nursing
Supervisor on May 10. Vice -Chairman Petrosky directed that the Personnel
Office in conjunction with the Controller's Office get a clarification from
Margaret Buxton of the Washington County Health Center on this matter.
Commissioner Paluso requested a written explanation of where it is permitted
for a LPN to work as a Nursing Supervisor.
COURTS
Moved by Judge Gilmore, seconded by Mr. Paluso, to confirm and ratify
Carole Beck's contract (Court Reporter) and related addenda (1) as noted for
the record in the Salary Board meeting of 3-S-89 (March 9, 1989) whereby the
page rate was increased from $1.25 to $2.50; and (2) a two -month extension from
June 4, 1989 to August 4, 1989, as approved by the Board of Commissioners on
June 1, 1989 (Minute No. 252).

Remarks: It was noted that these positions are the result of a new program
called Single Point of Contact (S.P.O.C.) which is a Case Management
Program for individualized training and job placement for public
assistance recipients. Lou Lignelli, Director of Administration,
gave a brief explanation of this new program.
