Washington, Pa., July 13, 1989
The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
japproximately 10:25 a.m. on Thursday, July 13, 1989, with the following members
being present: Commissioners Mascara and Petrosky and Acting Deputy Controller
Dorisio. Absent being: Commissioner Paluso, who was out of town. Also being ,

present» Sheriff Fazzoni; Chief Clerk Dallatore; Bill Sember, Director of
Planning; Gary Gilman and Ed DuJordan, Executive Assistants; Janice Urban,
Assistant to the Personnel Director; Linda Hands, Clerk -Steno II; Linda Ritzer,
Observer -Reporter; and Pete Skirchak, Herald Standard.
APPROVAL OF MINUTES
Chairman Mascara noted that approval of Minute No. 1-S-89 dated
January 3, 1989, and Minute No. 7-S-89 dated June 29, 1989, would be held in
abeyance.
4197-297 - SHERIFF
Moved by Sheriff Fazzoni, seconded by Mr. Petrosky, to CREATE fifteen
(15) additional per diem positions of Deputy Sheriff I, Grade 7, (80%) Rate
6.201 for the duration of the coal strike.
Remarks: Sheriff Fazzoni noted that he would use these positions on an as -
needed basis.
Roll call vote taken:
Mr. Fazzoni - Yes; Mrs. Dorisio - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners further discussed this matter and suggested that the
positions not be limited to just the coal strike but to any emergency situation
that may arise. Therefore, the following amended motion was made.
Moved by Sheriff Fazzoni, seconded by Mr. Petrosky, to amend the
foregoing motion to CREATE fifteen (15) additional per diem positions of Deputy
Sheriff I, Grade 7, (80%) Rate 6.201, to be used on an as -needed basis for any
emergency situation that may arise; and to extend these positions through the
end of the year.

Mr. Fazzoni - Yes; Mrs. Dorisio - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Sheriff Fazzoni brought to the Commissioners' attention and requested
their assistance in the matter of his running short of county vehicles because
the county garage cannot get parts for the vehicles due to the Controller not
paying outstanding invoices to various garages.

Commissioner Petrosky stated that it was his understanding that
Assistant Solicitor Kathy Emery was trying to resolve this matter with the
Controller. Chairman Mascara stated that if the situation is of an emergency
nature, that possibly a mandamus action would have to be filed.
Acting Deputy Controller Edna Dorisio stated that payments to all
garages combined amount to over $20,000.00 and that Controller Beharry believes
that these purchases should be bid.
Chairman Mascara stated that this was ludicrous and noted that auto
parts and repairs cannot be anticipated and that the vehicles are of different
makes and require different parts.
Commissioner Petrosky commented that there are certain situations where
bidding is not practical nor needed and that the bidding aspect cannot be
applied across-the-board in terms of the many aspects in which the County is
involved. He suggested that the outstanding invoices be paid while Attorney
Emery and the Controller negotiate a solution.
More discussion followed. Sheriff Fazzoni stated that he would
appreciate any assistance that the Commissioners could provide. Chairman
Mascara stated that the County Solicitor's Office would be contacted to see
what action should be taken.
Sheriff Fazzoni also noted problems encountered with getting his radios
repaired by Engineered Communications, Inc., due to unpaid bills. Discussion
followed between Sheriff Fazzoni and Mrs. Dorisio concerning this matter.
4171-171 - PLANNING
Moved by Mr. Petrosky, seconded by Mr. Mascara, to CREATE a slot of
Recycling and Solid Waste Coordinator at a salary range of $20,000.00 to
$25,000.00.
Remarks: Bill Sember, Director of Planning, noted that 50% of this salary will
be reimbursable by DER and he anticipates that the remaining 50% will
be paid from sources other than the County's General Fund.

Mrs. Dorisio - Abstained; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried.
