Washington, Pa., September 21, 1989
The Washington County Salary Board met in session in the Public Meeting
:Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
;approximately 11:00 a.m. on Thursday, September 21, 1989, with the following
members being present: Commissioners Mascara, Petrosky and Paluso and
',Controller Beharry. Also being present: Judge Gilmore; Mary J. Drewitz, Court
,Administrator; Barbara Gibbs, Clerk of Courts; Marlene Dranzo, Deputy Clerk of

9APPROVAL OF MINUTES
Chairman Mascara noted that approval of Minute No. 9-5-89 dated
eAugust 31, 1989, would be held in abeyance.

Moved by Judge Gilmore, seconded by Mr. Petrosky, to CREATE a
!contracted position of Child Custody Conference Officer at the rate of $75.00
1per half day, $150.00 per full day (upper limit of $15,000.00) to be effective
=through December 31, 1989.
lRemarks: Judge Gilmore explained that this position is needed on a temporary
basis due to a substantial increase in the number of custody filings.

Moved by Judge Gilmore, seconded by Mr. Petrosky, to increase the total

�compensation of Carole Beck, contracted court reporting services for Divorce
!Court, to $18,000.00 through December 31, 1989.

lRemarks: Ms. Beharry commented on inflexibilities that she feels exist in
having upper limits to contracts increased. Chairman Mascara
responded that if an official feels an adjustment is needed, then the
official should request an adjustment from the Board. Discussion
also followed on the unusual set of circumstances concerning the
adjustments made to Carole Beck's contract.

Remarks: Ms. Beharry questioned Ms. Gibbs as to whether or not this Clerk -
Typist will be able to assist the Jail if procedures are implemented
} in accordance with subsection 9755E of the Crimes Code which mandates
that when a defendant is allowed work release, his paycheck is
collected by the administrators of the prison and then applied to his
creditors, including fines, if any. Ms. Gibbs stated that, yes, this
employee would be working with Bob Sherrow at the Jail. Some
discussion followed.

Moved by Mr. Petrosky, seconded by Mr. Paluso, to CREATE a per diem
position of Clerk I, Grade 1, (801%) Rate 5.496, through January 31, 1990.

Remarks: It was noted that no benefits would be afforded to the half-time
position.

Remarks: Mrs. Pennline noted that this adjustment is in conformance with the
compensation schedule as submitted to and approved by the State Civil
Service Commission.
