Office of the County Commissioners
Washington, Pa., May 31, 1990
The Washington County Salary Board Reorganization Meeting reconvened in the
Public Meeting Room of the Courthouse Square Office Building, Washington,
Pennsylvania, at approximately 10:40 a.m. on Thursday, May 31, 1990, with the
following members being present: Commissioners Mascara, Petrosky and Paluso and
Controller Belcastro. Elected Officials present were: Judge Gilmore; John Yoney,
Treasurer; Farrell Jackson, Coroner; and John Pettit, District Attorney. Others
present included: Chief Clerk Dallatore; Mel Bassi, Solicitor; Mary J. Drewitz,
Court Administrator; Margaret Pennline and Janice Urban, Personnel Office; Kathy
Emery, Assistant Solicitor; John Rogers, Public Defender's Office; Linda Hands,
Clerk -Steno II; Dave Suski, JTPA Director; Linda Ritzer, Observer -Reporter; Pete
Skirchak, Herald Standard; Jim Jefferson and Carla Courie, WJPA.
Chairman Mascara noted that the primary purpose of this meeting was to act
on wage increases for salaried employees (5% or $1,000, whichever is higher),
retroactive to January 1, 1990.
Approval of Minutes
Chairman Mascara noted that approval of Minute No. 1-S-continued dated
April 12, 1990, would be held in abeyance.
COURTS
Moved by Judge Gilmore, seconded by Mr. Petrosky, to approve a 5% salary
increase (or $1,000, whichever is higher), for all salaried employees, as listed
under each department, retroactive to January 1, 1990; and that any salaried
employee hired during the year 1989 will have his/her raise applied on his/her
anniversary date in 1990 on a pro -rated basis, effective on his/her anniversary
date.

who worked during the strike at the Health Center be paid the additional amount set
forth below in a lump sum; this payment shall fully satisfy the County's obligation,
if any, as it pertains to any and all additional work performed at the Health Center
during the 1990 SEIU strike. Comp time, on an hour -for -hour basis, in lieu of
payment may be chosen by the employee, with the approval of their immediate
supervisor. (If the employee and supervisor cannot agree, the lump sum payment
shall be made.)
The option for comp time must be submitted in writing to the Personnel
Director by June 15, 1990. If no notice is provided to the Personnel Director by
that time, the lump sum payment shall be made. All payments hereunder shall be made
as soon after June 15, as possible.
