Office of the County Commissioners
Washington, Pa., February 7, 1991
The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:40 a.m. on Thursday, February 7, 1991, with the following
members being present: Commissioners Mascara, Petrosky and Paluso and
Controller Belcastro. Also being present: Chief Clerk Dallatore; Marge
Pennline and Janice Urban, Personnel Office; Kathy Emery, Assistant Solicitor;
Judge Bell; Chris Brady, Court Administrator's Office; Mike Namie, Deputy
Controller; Barbara Loeper, WKEG; Linda Hands, Clerk -Steno II; Jon Stevens,
Observer -Reporter; and Ray Williams, interested citizen.
APPROVAL OF MINUTES
Chairman Mascara noted that approval of Minute No. 1-5-91 dated
January 4, 1991, would be held in abeyance.
MISCELLANEOUS
Moved by Mr. Petrosky, seconded by Mr. Belcastro, that the salary
increases granted on January 1, 1991, shall be modified for any full-time
salaried employee whose 3% wage increase did not equal $507.00 (65-hour pay
period) or $546.00 (70-hour pay period) or $585.00 (75-hour pay period) to that
respective amount, retroactive to January 1, 1991.

4237-537 - ADULT PROBATION
Moved by Judge Bell, seconded by Mr. Petrosky, to increase the daily
hours from 6 1/2 to 7 for hourly Adult Probation Officers and to CREATE an
additional Probation Officer position, under the condition that the grant
funding from the State continues.

Moved by Mr. Paluso, seconded by Mr. Petrosky, to CREATE a temporary
position of Clerk Typist I, Grade 2, (80%) Rate 6.162, 400.53, 10,413.78, while
Michelle Digon is off for maternity leave.

STATUTORY MILITARY LEAVE OF ABSENCE POLICY
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Statutory
Military Leave of Absence Policy, as adopted by the Board of Commissioners at
its meeting on this date, which provides that for the first six months of
active duty, the County will provide an employee with (1) continued medical
benefits; (2) life insurance; (3) payment of the difference between the
employee's county wages and his/her military compensation; (4) seniority
rights; and (5) after active duty, the employee's previous County position or a
comparable position, if the previous position is unavailable.
