Office of the County Commissioners
Washington, Pa., July 18, 1991
The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:35 a.m. on Thursday, July 18, 1991, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Controller
Belcastro. Also being present: Chief Clerk Dallatore; Kathy Emery, Assistant
County Solicitor/Acting Personnel Director; Janice Urban, Personnel Office; Sam
Secreet, Chief Deputy Sheriff; Duane Kavka, Director of Human Services; Bill
Prentice, Property and Supplies; Linda Hands, Clerk -Steno II; Casey Swaney,
Herald Standard; Jenifer Kujawa, WKEG; and Jon Stevens, Observer -Reporter.
APPROVAL OF MINUTES
Chairman Mascara entertained a motion to approve Minute No. 6-S-91
dated June 27, 1991.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 6-S-91
dated June 27, 1991, be approved as written.

4197-297 - SHERIFF
Moved by Chief Deputy Sheriff Secreet, seconded by Mr. Petrosky, to
CREATE four (4) per diem slots of Deputy Sheriff I, Grade 7, (80%) Rate 6.761.
Remarks: .It was noted that these additional positions are needed due to the
union strikes at Canonsburg Hospital and Cooper Industries, Inc.
It was noted that the Sheriff's Office has billed the hospital for
costs, but has not yet billed the union for costs. Discussion
followed. Commissioner Petrosky requested that the Sheriff's Office
make every effort to collect these funds as soon as possible.

Remarks: Commissioner Petrosky noted that these moves in Personnel as well as
in Commissioners/911 are an effort by the Board of Commissioners to
do the most economical job possible by combining several key slots
within the hierarchy of county government into one particular person.
Chairman Mascara noted that these moves in Personnel will amount to a
savings of approximately $50,000.

Moved by Mr. Petrosky, seconded by Mr. Paluso, to CREATE a temporary
slot of File Manager, Grade 7, (80%) Rate 6.761, until Marcia Brownlee returns
or goes on unpaid leave or 1-9-92, whichever is first.
Remarks: Chairman Mascara noted that the Commissioners received from the
Budget Officer an analysis of the Domestic Relations Fund which
reflected a possible cash deficiency for 1992. He stated that the
Commissioners need to meet with Judge Gilmore and the Budget Officer
to review this department. Chairman Mascara requested that Ms. Emery
provide to the Commissioners a listing of staff and salaries of
Domestic Relations.
