The Washington County Salary Board Reorganization Meeting reconvened in the
Public Meeting Room of the Courthouse Square Office Building, Washington,
Pennsylvania, at approximately 10:25 a.m. on Thursday, October 1, 1992, with the
following members being present: Commissioners Mascara, Petrosky and Ford and
Controller Belcastro. Others present included: Judge Gilmore; Kathy Emery,

Remarks: Ms. Emery explained that for approximately three months she, Jim Fry and
the consultant have worked on a reorganization which includes the
categorization of the office into six groups or sub -departments that will
have a clear and defined responsibility and chain of command and also some
cross -training. The overall savings of this reorganiztion is
approximately $15,000.00. Mr. Petrosky commended Judge Gilmore for his
foresight in acting as the lightening rod for this reorganization to take
place. He also complimented Jim Fry for his untiring efforts in the
implementation of the proposed changes. A brief discussion followed on
the matter of the implementation of the one -hour phone-in policy for the
office which Jim Fry stated is a matter of educating the public as to the
other resources through which the public can access the office by means of
mailing in correspondence or personally coming into the office.
Discussion was also held on the matter of having some type of computerized
telephone answering system for the office.

Remarks: Ms. Emery explained that these positions will be set at the salary
of the position from which the employee was injured and will be
budgeted back to the respective department. These positions will
create flexibility to bring back light -duty employees.
