PALUSO, COMMISSIONERS Minute No. 44-S Office of County Commissioners Washington, Pa., January 4, 1983 The Washington County Salary Board met in session on Tuesday, January 4, 1983, at approximately 11:10 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, for the purpose of having its annual reorganization, with the following members being present: Commissioners Mascara, Gilmore and Paluso, Controller Beharry; Judge Sweet; Coroner Jackson; Sheriff Fazzoni; District Attorney Bigi; Treasurer Yoney; Kathleen Flynn Reda, Register of Wills; and Metro Petrosky, Clerk of Courts. Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Janice Urban, Personnel Office Manager; Judith Costa, Payroll Audit Supervisor; Lou Lignelli, Director of WCETA and Property & Supplies; Jack Welty, Data Processing Manager; Joe Giecek, Director of Parks; and Francis King, Restitution Officer; and Jon Stevens of The Observer - Reporter. The follfting 1983 salaries include: (See Minute #45-S dated 1-13-83, p.42, for 70-hr. and 75-hr. employees.) a. a .60 per hour increase for Union employees; or b. an increase of 5% or $1,100, whichever is greater, for 65-hr. employees; or C. an increase of 5% or $1,300, whichever is greater, for 80-hr. employees. Commissioner Gilmore noted that it was budgeted in the "Other Services" category. Mr. Yoney also presented to the Board a request to re-classify Carol Rossi and Edna TOmsiC. Chairman Mascara directed that the matter be held in abeyance and referred to the Classification Appeals Board. (Judge Sweet and Virginia Serevicz entered the meeting.) COMMISSIONERS Controller Beharry brought up the matter of the reclassification of the Magistrates' Secretaries of which the Pennsylvania Economy League has recently submitted its study proposal. Discussion followed. Judge Sweet stated that he has no objection to the Pennsylvania Economy League making a study but that he hates to wait six months and see approximately $10,000 spent for something that he thinks we can work out ourselves. He stated that he would like to have the matter resolved during the early part of 1983. Mr. Mascara noted that a lot of data has already been collected and felt that it shouldn't take until June to complete the study. More discussion followed. No action taken. Mr. Bigi also requested that the Board approve two additional slots of Assistant District Attorney and Clerk -Typist for his office due to an increase of caseloads as a result of the new sentencing guidelines and the new drunk driving law. Moved by Mr. Bigi to approve an additional slot of Clerk -Typist (at the salary included in his 1983 Budget request) and an additional slot of Assistant District Attorney (at the 1983 salary). Motion died for lack of a second. The Board directed Mr. Bigi to gather some figures together as they relate to the increased caseloads and report these figures back to the Board; said matter to be brought up at the next regularly scheduled Salary Board meeting to be held on January 13, 1983. Moved by Mr. Paluso, seconded by Mr. Gilmore, that the salary of the Assistant Deputy in the Clerk of Courts Office be equalized with the other row officers' assistant deputies. Miss Beharry also noted that a study had been initiated six or seven months ago concerning the classification of Rebecca Bailey in her office and the classi- fication of Shirley Gisoni in Domestic Relations. She stated that she would move Ars. Bailey's 1983 salary as it is but requested that the study be completed and a definite result presented to the Board at the next meeting. Mrs. Pennline ex- plained to the Board the reasons for the delay in getting this matter resolved. It was also noted that Charlotte McMillan's 1983 salary includes her Retirement Fund money; and due to the fact that these funds have been combined, no step has been assigned to her. Miss Beharry also requested the continuance of using Shellio Veschio (of the Property & Supplies Department) in the Controller's Office (200 of her time amounting to approximately $2,000) and charging that percentage of her salary to the Controller's budget.
