Washington, Pa., January 13, 1983
The Washington County Salary Board met in session on Thursday, January 13,
1983, at approximately 11:45 a.m. in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry.
Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline;
Herman Bigi, District Attorney; Debbie O'Dell, 2nd Assistant D.A.; AdministrativE
Assistant Davis; Linda Hands, Clerk -Steno II; and Jon Stevens of The Observer -
Reporter.
F-007 - DISTRICT ATTORNEY
District Attorney Herman Bigi and Debbie O'Dell, 2nd Assistant District
Attorney, discussed with the Board the number of criminal cases processed througt
their office during 1980, 1981 and 1982. They also discussed the increased
number of trials due to the new sentencing guidelines and the expected increase
of caseloads due to the new Pennsylvania drunk driving law. Discussion followed.
Moved by Mr. Bigi, seconded by Mr. Gilmore, approving an additional posi-
tion of Assistant District Attorney at an annual salary of $11,900 and an addi-
tional position of Clerk -Typist I at the rate of 5.555, 361.08, 9,388.08.

Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Miss Beharry asked if there was money in the DA's budget to cover these additional
(Mr. Bigi and Debbie O'Dell left the meeting.)positions. Chairman Mascara noted

Daniel Chunko, payment of $50.00 per hour (not to
exceed $1,500) for continuance of a case (Bolden file)

1983 Salaries
Moved by Miss Beharry, seconded by Mr. Gilmore, that the salaries of 70-hour
and 75-hour employees be increased as follows for 1983: (follow-up to action
taken at the Reorganizational Meeting of January 4, 1983)
70-hour employees - an increase of 5% or $1,170,
whichever is greater
75-hour employees - an increase of 5% or $1,200,
whichever is greater

Motion carried unanimously.
Controller Beharry brought up the matter of paying the Retirement Board
employees out of Account 196. Chairman Mascara stated that this matter could
be discussed at a meeting between her and the Commissioners.
Chairman Mascara declared the meeting adjourned at approximately 12:00 Noon.
