COMMISSIONERS F 1 Minute No. 46-S Office of County Commissioners Washington, Pa., January 27, 1983 The Washington County Salary Board met in session on Thursday, January 27, 1983, at approximately 10:25 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Gilmore, Judge Bell and Roger Metcalfe, Deputy Controller. Absent being: Commissioner Paluso, who was in the hospital. Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Coroner Farrell Jackson; Administrative Assistant Davis; and Linda Hands, Clerk - Steno II. Chairman Mascara called the meeting to order and noted that action on the minutes of January 4th would be deferred. Chairman Mascara asked if there were any corrections, additions or omis- sions to Minute No. 45-S, each member having received a copy. Deputy Controller Metcalfe noted that the following should be added to those minutes: F-007 - DISTRICT ATTORNEY ABOLISH POSITION of 2nd Assistant D.A. (as a result of the change of title of Debbie O'Dell to Chief of Litigation) Moved by Mr. Gilmore, seconded by Mr. Metcalfe, that Minute No. 45-S be approved with the addition noted above. Roll call vote taken: Mr. Metcalfe - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. J050 - ADULT PROBATION Judge Bell requested that the Board approve three additional probation officers. Judge Bell stated that the reason for this request is due to the fact that the State Legislature has enacted the sentencing guidelines, the requirement of pre -sentence investigations, mandatory sentencing in certain instances and the fact that each probation officer presently has an average caseload of approximate - (dated 12-22-82) ly 160 to 170 cases. Judge Bell also made reference to an evaluation report sub- mitted by the Pennsylvania Board of Probation and Parole which states, in part: "The department has a client classification system requiring a minimum number of client and collateral contacts within a specified time period which is determined through stated criteria. However, the minimum client contacts are not being made. It is recommended that the court, in conjunction with the Chief Adult Probation Officer, review the staff complement needs of the department, giving consideration to the standards and department workload, and that additional staff be added accordingly." Commissioner Gilmore suggested that two additional positions be approved subject also. to one of the probation officers/serving as Counselor at the County Jail. PALUSO, COMMISSIONERS Moved by Mr. Gilmore, seconded by Mr. Mascara, increasing the complement of the Adult Probation Department by creating two additional positions of Proba- tion Officer Intern at the rate of 6.569, 427.00, 11,102.00, subject to one of the Probation Officer Interns also serving as Counselor at the County Jail. Roll call vote taken: Judge Bell - Yes; Mr. Metcalfe - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously.
