PALUSO, COMMISSIONERS Minute No. 47-S Office of County Commissioners Washington, Pa., February 10, 1983 The Washington County Salary Board met in session on Thursday, February 10, 1983, at approximately 10:20 a.m. in the Public Meeting Room of the Court- house Square Office Building, Washington, Pennsylvania, with the following mem- bers being present: Commissioners Mascara and Gilmore and Controller Beharry. (Judge Sweet later entered the meeting.) Absent being: Commissioner Paluso who was in the hospital. Also being present: Chief Clerk Dallatore; Personnel Di- rector Margaret Pennline; Coroner Jackson; Administrative Assistants Davis and DuJordan; Linda Hands, Clerk -Steno II; and Joann Sarkett of The Brownsville Tele- graph. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 44-S, each member having re- ceived a copy. Controller Beharry requested that those minutes reflect the following: 1. Controller Beharry's question concerning money budgeted in the Treasurer's Budget for management raises should be recorded before the roll call vote was taken. 2. Page 13 (A-001 - Commissioners) should include that Controller Beharry questioned the intention of the position of Edwin DuJordan. Commissioner Paluso explained that the position is an Administrative Assistant for Commissioner Paluso which he has requested for the past several years. 3. Controller Beharry objected to the inclusion of salaries for the following individuals in the minutes of January 4, 1983 (Minute No. 44-S) due to the fact that no specific action was taken to determine their salaries at that time. Subsequently, meetings of January 13, 1983 (p. 42) and January 27, 1983 (p. 46 and 47) reflected the basis for the figures. Roll call vote taken: Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Judge Sweet and Betty Ross entered the meeting.) Chairman Mascara asked if there were any corrections, additions or omis- sions to Minute No. 46-S, each member having received a copy. Moved by Mr. Gilmore, seconded by Miss Beharry, that Minute No. 46-S be approved as read. Roll call vote taken: Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. MAGISTRATES' SECRETARIES: Judge Sweet stated that he would like to see every magistrate have a Magistrate's Secretary who would be responsible as the head girl in each office and the other employees in those offices to have some type of clerical designation. Judge Sweet stated that he feels the Magistrates' Secretaries should make less than the Judges' Secretaries but more than the miscellaneous clerical workers. Some discussion followed between Judge Sweet and Controller Beharry. Miss Be - harry stated that she was informed by a couple of the magistrates that the State Court Administrator's Office is looking for a rotation of duties in the magis- trates' offices - that all the employees be classified at the same salary and they all be capable of doing everything. Controller Beharry: I also don't think we want to simplify the issue. I mean we're back here, Judge, and now it's February of '83 and you're willing to simpli- fy it but in February of '82 you were not. It does not make me happy that you did not go along with the established policy of the County in terms of a Reclassi- fication Board to accomplish what you have on that piece of paper. You stood in the way of that effort six months ago, seven months ago. (See pages 433, 482 and 486-491 for further reference.) Judge Sweet: No, I just said that I wouldn't be participant with the Union on it. Controller Beharry: That was the same effort. PALUSO, COMMISSIONERS Judge Sweet: I'm not going to have any defacto recognition of them. Controller Beharry: Well, if the Board sits here today and again says that they want the Reclassification Board to look at your recommendation, then where do we go? Judge Sweet: I can't stop the Reclassification Board from looking at it. I can't stop the Commissioners from receiving a report from the Union on it. I don't have the votes to stop them from making the outcome of that, the outcome of this effort. I just think that it is logically foolish to involve them officially, but I have no way of stopping you. I just won't have anything to do with it myself. Controller Beharry questioned the status of the Pennsylvania Economy League's proposal for a study of the Magistrates' offices. It was noted that no action had been taken yet on the proposal. More discussion followed. Commissioner Gilmore noted that a concern of the Board is that consider- ing the hodgepodge of duties in the Magistrates' offices, you very often find that the lowest paid person in one office is doing the same work as the best paid person in another office. He stated that he doesn't think what the Judge is pro- posing will change that situation and that the Reclassification Board was going to address the matter from the perspective that there be reasonably definite job duties and assignments and what each office ought to have in the way of a comple- ment. Discussion followed. Judge Sweet suggested that the salary of a Magistrate's Secretary be approximately $12,000 - $12,600 and the other employees be designated by their duties and be paid what the County pays for such jobs. Controller Beharry stated that if the Pennsylvania Economy League's study is no longer a possibility, her preference would be to have the Reclassification Board bring a recommendation back to the Salary Board. She also suggested that Judge Sweet talk to the State Court Administrator's Office concerning its concept of rotation of duties. Some discussion followed on the matter of the Magistrates' employees beino bargaining unit positions. Judge Sweet stated that he would discuss this matter with the other mem- bers of the Court and would write the Board a letter as to what he thinks ought to be done. Moved by Mr. Gilmore, seconded by Miss Beharry, that the matter of the Magistrates' Secretaries be referred to the Reclassification Board for a recommen- dation back to the Salary Board. COMMISSIONERS The Board expressed a desire to have a recommendation from the Reclassifi- cation Board at its next meeting but noted that if this was not possible, the matter could be deferred until the following meeting. Commissioner Gilmore directed Mrs. Pennline to contact the State Court Administrator's Office concerning the concept of rotation of duties as mentioned by Controller Beharry. The Board also directed Mrs. Pennline to hold in abeyance the Pennsylvania Economy League's proposal. (Judge Sweet and Betty Ross left the meeting.) She stated that a decision must be made whether to approve this higher salary or amend the grant-in-aid application and lose the grant money. The Board was in agreement to approve this salary rather than lose the grant money. It was noted that the other Probation Officer Intern position would remain at the $11,102 salary.)
