The Washington County Salary Board met in session on Thursday, March 24, 198_,
at approximately 10:30 a.m. in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being pre-
sent: Judge Sweet, Commissioners Mascara and Gilmore and Controller Beharry.
Absent being: Commissioner Paluso. Also being present: Chief Clerk Dallatore;
Personnel Director Margaret Pennline; Administrative Assistants Davis and DuJor-
dan; Coroner Jackson; Virginia Serevicz, Deputy Court Administrator; Cindy Koncher,
of The Herald Standard; Mary Hemington of The League of Women Voters; Joann Sarket.t
of The Brownsville Telegraph; Jon Stevens of The Observer -Reporter and Jim Jeffer-
son of WJPA; and Linda Hands, Clerk -Steno II.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 49-S, each member having re-
ceived a copy. Moved by Controller Beharry, seconded by Mr. Gilmore, that Minute
No. 49-S be approved as read.
Roll call vote taken:
Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
A020 - HUMAN SERVICES
Moved by Mr. Gilmore, seconded by Miss Beharry, to ABOLISH THE HUMAN RELA-
TIONS PLANNER position.
Roll call vote taken:
Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
MAGISTRATES' SECRETARIES
Moved by Judge Sweet to create the position (one in each of the fourteen
Magistrates' offices) of District Justice Secretary. Judge Sweet noted that he
would have each of the 14 magistrates send him the name of the employee that they
recommend for the position of District Justice Secretary and he will present those
names to the Salary Board. He further stated that if that passes, he would re-
quest that a salary adjustment commensurate therewith be made.
Discussion followed.
Controller Beharry questioned the recommendation of the Reclassification
Board. Chief Clerk Dallatore advised Controller Beharry as to the recommendation
Df the Reclassification Board which is as follows:
1. That the first employee in each of the Magistrates' offices
be reclassified to "District Justice Secretary" at a Pay
Grade 7, Step 5, annual salary of $12,277.00.

2. That a person hired from the outside for the position
of District Justice Secretary be hired at Pay Grade 7,
Step Base; then would move to the appropriate step after
completion of one year's service in that capacity.
3. That a waiver would be requested of the Union to allow
the second person in the office to bid for the grade and
step of the District Justice Secretary position if they
have completed one year in the office. If less than one
year of service is completed by the person within the
office, they would receive Pay Grade 7, Step Base; then
would move to the appropriate step after completion of
one year's service in the office.
Controller Beharry stated for the record that when Salary Board refers matters
such as this to the Reclassification Board, she would appreciate a report from
the Reclassification Board to the Salary Board and that she would appreciate that
occurring on a routine basis, especially for an issue that has been so widely
studied for approximately a year.

Controller Beharry also questioned any problems associated with the waiver
being requested of the Union. Mrs. Pennline stated that the Union has passed the
waiver. Discussion followed.
Controller Beharry stated that she is in total agreement with the reclassifi-
cation of the Magistrates' Secretaries to District Justice Secretaries but noted
she had a couple of other concerns. She stated one concern is that the rate set
for those individuals be in fact a high enough rate and be maintained at that
rate through the course of that position and not fluctuating up and down to low
rates because of the Union confine. She stated that another concern is that the
duties that those District Justice Secretaries perform be in fact District Jus-
tice Secretaries' duties as outlined by the Reclassification Board in order to
avoid lawsuits down the road. Discussion followed on the new job description for
District Justice Secretary. Miss Beharry further stated that she thinks the Judge
should agree to the job description and should agree to enforce that job descrip-
tion through the Magistrates Court system to avoid a problem down the road.
Judge Sweet requested Barbara Gibbs to speak to the nature of the job description..
Ms. Gibbs briefly explained how the job description was compiled.
Controller Beharry then addressed the problem where one magistrate has a
Clk-Typist II doing the same work as another magistrate has doing under a Clk-
Typist I classification but at different salaries. Discussion followed.
Controller Beharry questioned the result of the inquiry to the State Court
Administrator's Office concerning the Magistrates' employees being paid the same
and rotating duties. Chairman Mascara stated that it was his understanding that
said office did not advise such a system. Viriginia Serevicz, Deputy Court Ad-
ministrator, made a few comments in this regard and noted that after working a
few days in Magistrate Spence's office, she felt that it would be impossible for
each girl to know all the duties required.

Moved by Judge Sweet, seconded by Miss Beharry, to abolish the existing
positions of each first employee in each Magistrate's office and create fourteen
(14) District Justice Secretary positions.
Remarks: It was noted that the names of the employees for these positions would
be furnished by the Magistrates to the President Judge who would present them to
the Salary Board at the next meeting.

Moved by Judge Sweet, seconded by Miss Beharry, setting the salary of the
District Justice Secretary position at Pay Grade 7, Step 5, Rate 7.265, 472.23,
12,277.98.

Motion carried unanimously.
Judge Sweet recommended that the other employees presently serving in the
Magistrates' offices be assigned appropriate job titles for what they are doing
and be paid accordingly under the present system.
(Coroner Jackson left the meeting.)
Judge Sweet suggested that Ms. Gibbs be assigned to take a look at what thesE
other employees are doing and come back to the Board with a recommendation as to
their classifications in two weeks or a month. The Board members were in agree-
ment that this information would be helpful. Chairman Mascara so directed
Ms. Gibbs to review this matter and present a recommendation to the Board.
Controller Beharry questioned the effective date for the new rate. The
Board was in agreement that an effective date would be set at the next meeting
when the names of the employees are presented to the Board.
Moved by Miss Beharry, seconded by Mr. Gilmore, to accept recommendations
2 and 3 as outlined on page 65.

Reclassification Board's recommendation which was passed by a
vote of 3-2.)

Motion carried unanimously.
Controller Beharry brought up the matter of paying the Special Deputies and
Constables by regular payroll rather than by general disbursement (see p. 63 for
further reference). Some discussion followed. The Board directed Mrs. Pennline
to review the ramifications of this matter (i.e., overtime, fringe benefits, etc.)
and report back to the Board at the next meeting.
There being no further business, Chairman Mascara declared the meeting ad-
journed at approximately 11:20 a.m.
