The Washington County Salary Board met in session on Thursday, April 7, 198-21
at approximately 10:25 a.m. in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being pre-
sent: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. (Judge
Bell later entered the meeting.) Also being present: Chief Clerk Dallatore;
Personnel Director Margaret Pennline; Coroner Jackson; Administrative Assistant
Davis; Executive Assistant DuJordan; Budget Director Gillespie; Henry Fiumelli,
Human Services Director; John Litz, Director of Children & Youth; Linda Hands,
Clerk -Steno II; Rebecca Bailey and Martha Dougherty, Computer Terminal Operators
in the Controller's Office; Jon Stevens of The Observer -Reporter; and Jim Provance
of The Herald -Standard.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 50-S, each member having re-
ceived a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No.
50-S be approved as read.

Miss Beharry: It has been a concern of mine for some time that the person who
deals with the retirement calculations be positioned in the Controller's Office
and I just mean the work, not exactly the person, because that is where it was
before Nancy Criquellion was transferred in 1980; and that the existence of that
work in the Personnel Office versus the Controller's Office makes it difficult
for me as Secretary of the Board to perform my legislative duties. I have made
written requests and verbal requests to both the Salary Board and the Retirement
Board to allow someone in my office to be trained to perform those duties when
Nancy Criquellion either leaves the County, retires or is ill because she does
have a great deal of sick time and she does have a great deal of vacation. I
think to work to train an outside person even though they have experience in re-
tirement from a system that is not the same as the State system would be.... to
expect her to come in and learn that job without any additional assistance would
be exceptionally difficult; and considering she is a per diem employee, I think
the time would be well spent training someone in the Controller's Office to do
that work on a permanent basis when the time comes.

Mrs. Pennline presented to the Board a request to establish the following

773.75, 20,115.00 - ESTABLISH ONE POSITION
Discussion followed. It was noted that these positions are requested in order to
comply with the Department of Public Welfare's new regulations concerning case-
worker -to -family caseload ratio, specifically Sections 3130.31 and 3130.32 of the
Children, Youth and Families Manual. Mr. Paluso stated that he disagrees with
DPW's interpretation of the law. Mr. Fiumelli explained the consequences of not
complying with the new regulations. Miss Beharry stated that it would be impossi-
ble for her to vote in favor of the positions being created today because she did
not receive any information concerning the need to create the positions. She
noted that these meetings are scheduled for routine matters only (see Minute No.
28-S dated 6-17-82, p. 454 for further reference concerning non -routine items for
Salary Board) and she does not consider the establishment of four positions rou-
tine. She stated that she would be happy to review statistical information and
regulations related to this request and act on it at a future meeting.

The Board briefly discussed the matter of the salary of the Audit Attorney
position and whether or not that existing salary should be continued. Chairman
Mascara directed Mrs. Pennline to contact Judge Terputac to have him furnish the
Board with a written explanation of the duties of the Audit Attorney and how much
time is expected to be utilized in carrying out the duties of that position.

Controller Beharry questioned Mrs. Pennline concerning the ramifications of
paying the Special Deputies and Constables by regular payroll rather than by
general disbursement (see pages 63 and 69). Discussion followed between Controller
Beharry and Mrs. Pennline. It was noted that per diem employees do not have any
benefit liability to the County. Miss Beharry stated that she would not pursue
the matter any further. No action taken.
Controller Beharry brought up the matter of the rate of pay for Martha
Dougherty who is classified as a CRT Operator in the Controller's Office. Miss
Beharry explained that the Controller's Office was reorganized in September of
1980 and a new bargaining unit position (CRT Operator) was created (3 positions).
She noted that two of the positions were set at the rate of 5.6030 and Martha
Dougherty's rate was set at 5.2554. She questioned why Martha Dougherty's rate
was set lower than the other two. The Commissioners noted that those rates were
requested by the officeholder. Miss Beharry stated that she feels Martha Dougher-
ty's rate should be adjusted to 5.6030. Discussion followed. Mr. Paluso stated
that he would like to research the matter. After further discussion, Chairman
Mascara directed that in order to comply with Mr. Paluso's request, -the matter
be brought up at the next meeting.

There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 10:55 a.m.
