The Washington County Salary Board met in session on Thursday, April 21,
1983, at approximately 10:35 a.m. in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry.
Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline;
Coroner Jackson; Administrative Assistant Davis; Executive Assistant DuJordan;
Henry Fiumelli, Human Services Director; John Litz, Director of Children & Youth;
Linda Hands, Clerk -Steno II; Rebecca Bailey and Martha Dougherty, Computer Termi-
nal Operators in the Controller's Office; Joann Sarkett of The Brownsville Tele-
graph; Jim Provance of The Herald -Standard; and Lucy Rea, interested citizen.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 51-S, each member having re-
ceived a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No.
51-S be approved as read.

Miss Beharry requested that the rate for Martha Dougherty, Computer Termi-
nal Operator, be adjusted from Grade 9, Step 1, Rate 6.855, 445.58, 11,585.08 to
Grade 9, Step 3, Rate 7.265, 472.23, 12,277.98 (see p. 74 for further reference).
She also questioned whether the new rate, if approved, should be effective now or
be retroactive due to the fact that she felt an error had been made at the time
the job was bid. Mr. Gilmore stated that after reading the background informa-
tion on this matter, he felt that no error had been made. Discussion followed.
Miss Beharry compared the reorganization which occurred in the Controller's
Office in 1980 whereby a new classification of CRT Operator was established with
one position at a lower rate than the other two to the recent establishment of a
new classification for the District Justice Secretaries with each secretary being
paid the same rate. More discussion followed. Mr. Paluso noted that when the
Controller's Office was reorganized in 1980, it was the officeholder's recommendE.-
tion that Mrs. Dougherty's rate be lower than the other two CRT Operators due to
the fact that Mrs. Dougherty was a back-up. He also stated that he felt that shCl
should only get the higher rate when she spent time doing that job. Miss Beharry
stated that Mrs. Dougherty is primarily a back-up and further stated that if she
is improperly classified and she is doing some other work, she should still get
the rate of pay of a CRT Operator.
Moved by Miss Beharry, seconded by Mr. Gilmore, approving the rate adjust-
ment for Martha Dougherty as per above, effective April 18, 1983.
