Washington, Pa., May 5, 1983
The Washington County Salary Board met in session on Thursday, May 5, 1983,
at approximately 10:15 a.m. in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being pre-
sent: Commissioners Mascara and Gilmore and Controller Beharry. Absent being:
Commissioner Paluso. (Judge Terputac later entered the meeting.) Also being
present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Coroner
Jackson; Executive Assistant DuJordan; Administrative Assistant Davis; Linda
Hands, Clerk -Steno II; Joann Sarkett of The Brownsville Telegraph; Jim Provance
of The Herald Standard; and Norman Baker, interested citizen.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 52-S, each member having re-
ceived a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No.
52-S be approved as read.
Roll call vote taken:
Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

A056 - PARKS
Patty Fisher, Clk-Typist II, request for extension of personal leave,
5-9-83 to 5-16-83
F007 - DISTRICT ATTORNEY
Diana Crowe, Legal Secretary, maternity leave request, last day
of work 6-17-83; leave to begin 8-11-83 to 2-11-84; will use sick
and vacation days from 6-17-83 to 8-11-83
K010 - HEALTH CENTER
Nancy Baird, Administrator, date of hire changed to 5-2-83
K020 - HEALTH CENTER
Martha Krenzelak, Nurses Aide, part-time employee, noted that she
will be off for 4 weeks due to an accident on 4-24-83, not a work -
related accident
M002 - ADULT WELFARE
Elizabeth Toth, Back-up Cook, to work for Virginia Matijevich 4-25-83,
who was off ill
A011 - PERSONNEL
Mrs. Pennline requested that the Board retain indefinitely Joyce Rossell, a
per diem employee, and that her rate be adjusted from 7.485 to 6.315. Mrs. Penn -
line explained that Joyce Rossell was hired at the rate of 7.485 because she was
doing the retirement work; but now Nancy Criquellion is back and doing the re-
tirement work so Joyce Rossell will still be a per diem employee but recommended
that her rate be adjusted to 6.315. Miss Beharry questioned the purpose of re-
taining Joyce Rossell. Chairman Mascara stated that the Personnel Director has
indicated to him that there is a backlog of work and the office needs additional help.

Miss Beharry stated that her suggestion in order to alleviate any backlog of work
problems in the Personnel Office would be to send the retirement work back to the
Controller's Office. She stated that she cannot see supporting an additional
person for an indefinite period of time.

Moved by Mr. Gilmore, seconded by Mr. Mascara, to retain Joyce Rossell, a
per diem employee, indefinitely at the rate of 6.315, effective 5-2-83 as per
above.

The Board held in abeyance the matter of retaining Kerrie Gloeckl, Proba-
tion Officer Intern, as a per diem until 10--14-83 (after Beth Dermont returns
from maternity leave) until such time as it is determined when Beth Dermont will
be returning to work.

Mrs. Pennline presented to the Board a request to establish 17 temporary
positions of Summer Manager at an hourly rate of $5.00 (32.5 hours per week).
Miss Beharry questioned why 17 positions were requested this year when only 15
positions were established last year. Mrs. Pennline did not have that information
available.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the above request
to establish 17 temporary positions of Summer Manager at an hourly rate of $5.00
(32.5 hours per week).

Controller Beharry questioned whether Stella Sukal, Interviewer, is con-
sidered hourly or salaried. The Board was in agreement that she is salaried.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 10:35 a.m.
