The Washington County Salary Board met in session on Thursday, June 16, 1983,
at approximately 10:45 a.m. in the Public Meeting Room of the Courthouse Square
Office Building, Washington, Pennsylvania, with the following members being pre-
sent: Commissioners Gilmore and Paluso and Controller Beharry. Absent being:
Commissioner Mascara. Also being present: Chief Clerk Dallatore; Personnel
Director Margaret Pennline; Coroner Jackson; Administrative Assistant Davis;
Linda Hands, Clerk -Steno II; and Joann Sarkett of The Brownsville Telegraph.
Vice -Chairman Gilmore called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No. 55-S, each member having
received a copy. Controller Beharry noted that on page 88, under the Adult Wel-
fare Account M002, the dates for the leave of absence for Evelyn Konyk should
read 5-30-83 to 8-30-83.
Moved by Miss Beharry, seconded by Mr. Paluso, that Minute No. 55-S be
approved subject to the correction noted above.

A003 - CONTROLLER
Controller Beharry stated that in connection with Act 76 of 1982 mandating
the Controller to audit all magistrates annually, she met with the Board of Com-
missioners in January to discuss her request for auditor positions and also other
alternatives as requested by the Commissioners. She also stated that, as directed,
she obtained quotes from outside auditors to perform that function.

Controller Beharry noted that her initial request was for an Audit Manager
at an approximate salary of $20,000 and two Auditors at $14,339.78. She had anti-
cipated that those three individuals would be working for an entire year, at least.
for the first year of these audits to complete the work sufficiently. She noted
that it is now June, but she is willing to take those positions for the remainder
of the year at those rates to attempt to complete the audits and hopes to be able
to assign a person in her office to work on those audits with them. She stated
that the position of asking for auditors versus an outside contractor is one that
she considers to be very important because the Controller's Office now has no
auditors at all; and considering that the law makes her the auditor of all County
funds, she feels that she is in a position where she can't really do her job.
She noted that the row offices have not been audited in a decade, except for one,
and that she has also had requests from offices such as Adult Probation, the Jail
and Children and Youth to do some audit work and has not been able to comply with
those requests. She also mentioned that she has had mid -year requests to do audits
in some of the Magistrates' Offices due to certain circumstances. She further
stated that there is no doubt in her mind that the law clearly says that the Con-
troller shall audit and that it is a responsibility that she cannot allow to lie
any longer.
Commissioner Paluso questioned the amounts of the proposals submitted by
the outside auditors. Miss Beharry answered that Main Hurdman's proposal was in
the amount of $32,900 (plus o-u/t, of pocket expenses) and Arthur Young's proposal

Moved by Miss Beharry to establish 1 position of Audit Manager at an annual
salary of $20,000 and 2 positions of Auditors at an annual salary of $14,339.78.
Motion died for lack of a second.
C001 - DOMESTIC RELATIONS
Moved by Mr. Paluso, seconded by Miss Beharry, approving the following:
Elizabeth DiSalle, Clk-Typist I, Grade 2, Step B, Rate 5.555,
new hire, per diem employee to replace Diane Tkach, eff. 6-13-83

Motion carried unanimously.
The following item was presented to the Board for their consideration and
approval:
Jan Krivacek, Cashier I, Grade 3, Rate 6.675, 433.88, 11,280.75,
new hire, replaces Ann Lacock, eff. 6-6-83
Discussion followed. Controller Beharry questioned the entry level (base rate)
for a Cashier I. Mrs. Pennline stated that the rate is 5.695. Ms. Beharry ques-
tioned how we can pay Ms. Krivacek the rate of 6.675. Mrs. Pennline noted that
the rate was requested by the Court. Mr. Gilmore stated that the Courts have al-
ways taken the position to fill slots at the salary that has been vacated.

More discussion followed. Controller Beharry noted that Ms. Krivacek is working
but will not get a paycheck this week because the Controller's Office does not
have any paperwork on her. Mr. Gilmore stated that he doesn't think at this poil;t
that we have any choice but to honor what's been done. Miss Beharry brought up
the matter of whether or not the Court employees are part of the collective bar-
gaining agreement and stated that she feels that issue is still not resolved.
More discussion followed. Miss Beharry stated that she sees a lot of unsolved
problems and is not prepared to support this matter. Mr. Paluso and Miss Beharry
both stated that they would like to further discuss the matter.
Moved by Miss Beharry, seconded by Mr. Paluso, that the foregoing matter
be tabled until the next Salary Board meeting.
