Minute No. 57-S Office of County Commissioners Washington, Pa., June 30, 1983 The Washington County Salary Board met in session on Thursday, June 30, 1983, at approximately 10:35 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being pre- sent: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Lou Lignelli, CETA Director and Director of Property & Supplies; Janice Urban, Office Manager of the Personnel Office; Administrative Assistant Davis; Becky Bailey, Computer Terminal Operator (Wkg. Supvr.) in the Controller's Office; Jon Stevens of The Observer -Reporter; Joann Sarkett of The Brownsville Telegraph; and Lucy Rea, interested citizen. Approval of Minutes Chairman Mascara noted that on page 94, the second paragraph, the amount of the proposal from Arthur Young should read "$42,000 plus approximately $2,000 of expenses". Moved by Mr. Paluso, seconded by Mr. Gilmore, that Minute No. 56-S be approved as corrected above. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. A003 - CONTROLLER Miss Beharry: Last April 15th (1982) at the Salary Board meeting, the Board voted at Judge Sweet's request an increase for Shirley Gisoni as a Computer Terminal Operator (Working Supervisor). At that meeting, I noted that the Controller's Office also had a CRT Operator (Working Supervisor) and that in accordance with the collective bargaining agreement, we really had to give both those individuals a raise because the collective bargaining agreement does not recognize merit raises; and the Board proceeded at that point to give Shirley a raise and do nothing for Becky. I also made note in a letter to Mrs. Pennline that at that very meeting the Board was very careful in giving the same raise to Caseworkers in Domestic Relations, even though the Judge requested some raises with disparity, because they were concerned about equalizing positions and pay. Following that meeting, Becky Bailey filed a grievance. At the June 7th (1982) meeting, I asked that the matter be put back on the agenda so that we could discuss it further because I con- sidered it a pretty clear-cut issue. At the June 7th meeting, the Director of Personnel was advised to do a desk audit. The Controller's Office cooperated in that desk audit and the information was sent to Mrs. Pennline by early July, 1982. 20 this date, we have had no response from the desk audit performed last July. Somehow or other, the Reclassification Board got the issue even though the Salary Board never sent it there and the Reclassification Board has never reported to this Board on what they found. Becky Bailey has contacted the Reclassification Board and the Union. Mrs. Pennline felt in January that the Union wanted to settle it through the grievance procedure; later it was indicated that they didn't take that aosition. We've now spent 14 months trying to decide whether or not something we did last April in giving one raise to one person in a classification was just or wasn't. Everything that I find shows that not only does Becky Bailey have long term service, by at least as much if not more service to the County.... and certain - controls ly/a far greater dollar amount in terms of CRT operations than Shirley Gisoni. There is no basis for the disparity; and at this point, based on all of that, I hove the raise for Becky Bailey to $14,238.48, effective 4-15-82 (from $13,038.48). Chairman Mascara questioned why the grievance procedure wasn't followed. mrs. Pennline explained that the grievance procedure was followed through the 3rd Step at which time it was referred to the Reclassification Board. At that point rs. Pennline stated she felt there was an internal Union conflict as to where the atter belonged and, subsequently, the matter became longstanding. Mrs. Pennline explained that the desk audit revealed that there was more supervision done by Mrs. Gisoni and that she had a wider variety of duties. More discussion followed between Controller Beharry and Mrs. Pennline. Commissioner Paluso questioned the motion. Motion died for lack of a second. ' C001 - DOMESTIC RELATIONS Judge Bell moved that Jan Krivacek be hired as an Intake Officer for the Domestic Relations Office at a salary between $13,500 and $13,800. Judge Bell explained that Ms. Krivacek would be replacing Anna Lacock who was a Cashier I and they are upgrading that position because of State regulations and statistics. Discussion followed. Controller Beharry questioned the job description of the Intake Officer and stated she feels there is a conflict between the clerical duties outlined in the job description and the position being a management position. Mr. Paluso agreed and requested that Mrs. Pennline re -write the job description. Moved by Miss Beharry, seconded by Mr. Paluso, that Jan Krivacek be hired as a Cashier I, Grade 3, Rate 6.675, 433.88, 11,280.75, to replace Anna Lacock, effective 6-6-83, pending disposition of a write-up on the job description for an Intake Officer and further negotiations with the Court. Miss Beharry noted that her "No" vote was based on the salary exception for this individual. She noted that the Board voted on a salary of $20,115 for this posi- tion in April and she feels it is a poor practice to make that kind of exception. Commissioner Mascara noted that the Commonwealth of Pennsylvania has approved the change in plan which Ms. Beharry refers to and has agreed to reimburse the County for the increase.
