Washington, Pa., July 14, 1983
The Washington County Salary Board met in session on Thursday, July 14,
1983, at approximately 10:35 a.m.lin the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members being
present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Judge
Sweet later entered the meeting. Also being present: Chief Clerk Dallatore;
Personnel Director Margaret Pennline; Administrative Assistant Davis; Barbara
Miller of The Observer -Reporter; Joann Sarkett of The Brownsville Telegraph; and
Jim Provance of The Herald Standard; and Linda Hands, Clerk -Steno II.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 57-S, each member having received
a copy. Controller Beharry commented that she felt the Chief Clerk did a fine job
on the minutes, but she noted that she had requested the Chief Clerk to include in
the minutes the comments on how the issue of Becky Bailey got to the Reclassification
Board (see pp.100-101). Miss Beharry stated that with the inclusion of those com-
ments into the minutes, she would move that the minutes be approved. Some discus-
sion followed. Chairman Mascara directed that the matter of approving the minutes,
be tabled until the next meeting.

A003 - CONTROLLER
The Board discussed the matter of a Court Order dated July 8, 1983, signed
by Judge Gladden which stated "the Court permits the Controller of Washington
County to hire as per employee on a per diem basis a person qualified -to audit
the books in Magistrate Reichel's office and the County is ordered to compensate
that employee at the rate that is reasonable for those services..........".
Chairman Mascara stated that he took issue with the Court Order in that he
doesn't see how the Courts can permit the Controller to hire anybody since Salary
Board makes that decision. He stated that he would have been more receptive if
the Courts had directed the Salary Board to hire. Discussion followed.
Attorney George Retos of the Solicitor's Office stated that his concern to
the Board is that the Court Order may set a precedent in the way that it is word-
ed.
Chairman Mascara questioned Controller Beharry as to why someone in her
office couldn't do the audit as she has 15 employees. Miss Beharry answered that
she has 14 employees as one employee is on worker's compensation. She stated
that no one in her office could be spared and that no one in her office is
trained or qualified to perform such an audit. More discussion followed.
Mr. Mascara asked Miss Beharry why she doesn't go out and audit. Miss Be -
harry answered that she has other things to do and that she is not a trained
qualified auditor. Mr. Mascara stated that he would go out and audit the magis-
trates for nothing. He stated that he hates to see an expenditure of funds for
a rather routine and mundane audit of County funds which possibly could be done
in a week's time. Miss Beharry responded that any prejudgment of how simple
this audit would be or how long it would take would be foolhardy. More discussicn
followed.
Miss Beharry noted that she has no argument to the amendment to the Court
Order. She also noted that if the audit would take only one to two weeks, she
would have enough money in her budget from her worker's compensation employee to
pay a per diem auditor for that period of time.
Moved by Miss Beharry, seconded by Mr. Gilmore, to create a per diem slot
of Auditor at the daily rate of $55.00.

Chairman Mascara directed Attorney Retos to contact Judge Gladden concern-
ing the Court Order and re -designing it to state that"Salary Board be directed tc
hire........".

Judge Sweet noted that the first job description for Intake Officer was
inadequate and inaccurate and that a revised job description has been prepared.
He explained the reasons for upgrading the position. Some discussion followed.

NOTE: Controller Beharry requested that the record show that she recognizes that
the salary approved for Jan Krivacek at the meeting held on June 30, 1983,
(p. 101) was an error and was in violation of the collective bargaining
agreement and that she should have been hired at the entry level rate for
a Cashier I as per her comments at the meeting of June 16, 1983 (pp.94-95).
She also noted that not realizing that Judge Sweet would have the above
matter on the agenda for today, she had requested that Mrs. Pennline place
on the agenda for the Board's consideration action to correct that error acid
establish the compensation for Jan Krivacek at the entry level rate for a
Cashier I.
