MASCARA, DAVID L GILMORE, EDWARD M. PALUSO, COMMISSIONERS Minute No. 59-S Office of County Commissioners Washington, Pa., July 28, 1983 The Washington County Salary Board met in session on Thursday, July 28, 1983, at approximately 10:50 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being pre- sent: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Also being present: Metro Petrosky, Clerk of Courts; Sheriff Fazzoni; Chief Clerk Dallatore; Personnel Director Margaret Pennline; Administrative Assistant Davis; Barbara Miller of The Observer -Reporter; Joann Sarkett of The Brownsville Telegraph; and Jim Provance of The Herald Standard. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 58-S, each member having re- ceived a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 58-S be approved as read. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara also entertained a motion to approve Minute No. 57-S; said action being tabled at the last meeting (see p. 106). Moved by Miss Beharry, seconded by Mr. Paluso, that Minute No. 57-S be F approved with the following comments inserted as requested by Controller Beharry: I l (to be inserted at the bottom of P. 100) Controller Beharry: At the third step, who said it should go to the Reclassification Board? The second step, I agreed with Becky Bailey. Mrs. Pennline: I believe it was the Commissioners' decision. Controller Beharry: Doesn't the Salary Board refer things to the Reclassification Board as opposed to the Commissioners. I mean I sent you a whole list of questions on that because I'm not sure, which hasn't been answered. Mrs. Pennline: Well, I take my orders from the Commissioners. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; I Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. F005 - CLERK OF COURTS Metro Petrosky, Clerk of Courts, requested that the Board approve the hiring of a per diem Clerk -Typist II, Grade 4, Step B, Rate 5.835, for the period of August 1st thru August 12th. 1 1 ,L - fl 7 LJ SALARY MINUTE B O O K 113. COMMISSIONERS Mr. Petrosky explained that during the latter part of May, he tentatively approved a personal leave of absence for Deborah McNary, who has been employed by the County for approximately seven months, for the two -week period of August lst thru 12th. He explained that since that time, Susann Shinko has been under a doctor's care, utilizing her vacation and sick time; and he understands that she will be requesting a medical leave of absence. Consequently, his office will be shorthanded and thus the need for a per diem employee. Mr. Paluso stated that it sounds to him like the personal leave of absence is just a vacation for somebody that is not entitled to a vacation. Mr. Petrosky noted that when Ms. McNary approached him in terms of a personal leave, he did no-: pursue the reason at that point. It was noted that the personal leave of absence had not been granted by the Board of Commissioners as of yet. Commissioners Mascara and Gilmore agreed that elected officials should have latitude insofar as their employees are con- cerned. Discussion followed between Commissioner Paluso and Mr. Petrosky. Controller Beharry stated that she has no objection to the latitudes of elected officials, but she thinks they ought to be in compliance with established policy and practice and that they ought to be clarified for all elected officials More discussion followed. Moved by Miss Beharry, seconded by Mr. Gilmore, approving the hiring of a per diem Clerk -Typist II, Grade 4, Step B, Rate 5.835, for the period of August 1st thru August 12th. Roll call vote taken: Mr. Petrosky - Yes; Miss Beharry - Yes; Mr. Paluso - No; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried. Chairman Mascara noted that personal leaves of absence are granted by the Board of Commissioners, not the Salary Board. Subsequently, he and Commissioner Gilmore both agreed to grant a personal leave of absence for Deborah McNary. F003 - SHERIFF Sheriff Fazzoni requested that Chief Deputy Ferdal Littleton and Captain Fred Johns receive additional compensation for their services during the Califor- nia Area Teachers strike in the amounts of $1,357.00 and $560.00, respectively. Some discussion followed. It was noted that the Court has ruled that some of the fines levied against the teachers be paid to the County to help defray the costs incurred by the Sheriff's Office. Moved by Mr. Fazzoni, seconded by Mr. Gilmore, approving the payment of $1,357.00 to Ferdal Littleton and $560.00 to Fred Johns as additional compensation for their services during the California Area Teachers strike as per above. 11-4 Y- MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. A003 - CONTROLLER Moved by Miss Beharry, seconded by Mr. Gilmore, approving the new hire of Kathleen Bailey as a per diem Auditor at the rate of $55.00 per day, effective 7-25-83.
