At the request of the Clerk of Courts, a special meeting of Salary Board
was held at approximately 10:45 a.m. in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara and Paluso, Controller Beharry and Metro
Petrosky, Clerk of Courts. Absent being: Commissioner Gilmore. Also being
present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Solicitor
Bassi; Lou Lignelli, CETA Director and Director of Property & Supplies; Jon
Stevens of the Observer -Reporter; Joann Sarkett of the Brownsville Telegraph;
and Jim Provance of The Herald Standard; and Linda Hands, Clerk -Steno II.
F005 - CLERK OF COURTS
It was noted for the record that Suzanne Aitken was hired as a per diem
Clerk -Typist II, Grade 4, Step B, Rate 5.835, for the period of August 1st thru
August 12th (see pp. 112-113 for further reference).
Mr. Petrosky requested that Ms. Aitken be retained from August 12th until
such time as Susann Shinko returns to work. Some discussion followed. Mr. Palusa
suggested that she be retained until the end of August.
Mr. Petrosky commented that it was his understanding that there had been
a possibility of a delay in the issuance of a paycheck to Ms. Aitken even though
the Salary Board had approved the position and compensation and subsequent there-
to, the employee's name was submitted to the Personnel Office. Chairman Mascara
noted that the Salary Board is required by law to only approve the number and
compensation of positions -- not the names of the employees. After a brief dis-
cussion, the Board agreed that in order to avoid any delay in the payment of
wages to new employees, once a position and compensation has been fixed by Salary
Board, then the submission of the employee's name for payroll purposes should be
handled internally and expeditiously between the Personnel Department and the
Controller's Office -and that those names should subsequently be noted for the
record in the Salary Board minutes.
Moved by Mr. Paluso, seconded by Miss Beharry, approving the retaining of
Suzanne Aitken as a per diem Clerk -Typist, Grade 4, Step B, Rate 5.835 for the
period of August 12th through August 31st.

The Washington County Salary Board met in session on Thursday, August 25,
1983, at approximately 10:35 a.m. in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members
being present: Commissioners Mascara and Gilmore and Deputy Controller Metcalfe.
Absent being: Commissioner Paluso. Also being present: Chief Clerk Dallatore;
Personnel Director Margaret Pennline; Janice Urban, Office Manager of the Person-

Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minutes No. 59-S and 60-S, each member
having received copies. Moved by Mr. Gilmore, seconded by Mr. Metcalfe, that
Minutes No. 59-S and 60-S be approved as read.
