PALUSO, COMMISSIONERS Minute No. 62-S Office of County Commissioners Washington, Pa., September 8, 1983 The Washington County Salary Board met in session on Thursday, September 8, 1983, at approximately 10:25 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Also being present: Metro Petrosky, Clerk of Courts; Chief Clerk Dallatore; Margaret Pennline, Personnel Director; Administrative Assistant Davis; Rebecca Bailey, Computer Terminal Operator (Working Supervisor) in the Controller's Offica; Linda Hands, Clerk -Steno II; Joann Sarkett of the Brownsville Telegraph; Jon Stevens of the Observer -Reporter; Jim Jefferson, WJPA; and Jam Provance of The Herald Standard. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 61-S, each member having re- ceived a copy. Controller Beharry requested that the following notations be included in Minute No. 61-S: (1) Page 120, K020 - HEALTH CENTER Leave of absence for Sharon Scott is a medical leave. (2) Page 120, A021 - PLANNING The special project that Bernard Kubitza will be working on is a consolidated purchasing program for the municipalities. (3) Page 123, A024 - BUDGET AND FISCAL The special project that Larry Celaschi will be working on is the FICA refund, along with any other duties that may be assigned to him. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 61-S be approved subject to the ihclusion of the above notations. Mr. Mascara stated that he felt it shouldn't take 1 1/2 months to audit one magistrate's office. Discussion followed between CommiE- sioner Mascara and Controller Beharry. Some discussion followed between Miss Beharry and Mrs. Pennline. Then discussion followed between Miss Beharry and Mr. Mascara. Mr. Mascara: The thing here is we got a good employee and we've asked him to work per diem for too long and I think he's entitled to some benefits, and it's the decision of this Board of Commissioners to proceed in this fashion. Miss Beharry: I would like those remarks included in the minutes, Mrs. Dallatore, Mr. Mascara: Absolutely. Miss Beharry: I have no problem with that. I just think everyone ought to be treated equally in that respect. Mr. Mascara: No, depending upon what the Commissioners feel .... It's our preroga- tive to determine whether or not that individual is deserving of that considera- tion. PALUSO, COMMISSIONERS Miss Beharry: I just think the comments and thoughts should be consistent and logical and I think they should be recorded for the record. Mr. Mascara: I will decide those kinds of things. Miss Beharry: Well, you can decide what you want. I would just like your thoughts recorded on the record. Mr. Mascara: And I'll decide what's recorded on the record. I'm the Chairman. Those are off-the-record comments, and if I want to make them, you want to make them, that's my decision. I have no problem with them being there, but I want you to understand that I'm not bound in the future by the decisions that I make today. Miss Beharry: I understand you're not bound, Mr. Mascara. Mr. Mascara: Okay, as long as you understand that, and as long as you understand that we (Commissioners) are running the garage; that's our responsibility, not the Controller's. You have an opportunity to vote yes or no. We have a good employed that we want to take care of and make sure that he does not leave the County. His boss and his boss' boss say the man does a good job. We can't ask him to continua in the status that he is in presently. SPECIAL DEPUTIES Judge Sweet and Chief Deputy Sheriff Littleton reviewed with the Board SOME statistics concerning the costs of the Special Deputies and their transportation and court time. They proposed to the Board the hiring of six additional full-timE deputies for the Sheriff's Office. Mr. Littleton also proposed the idea of con- tracted services with those municipalities who do not have police for the use of the Sheriff's deputies which would help offset costs to the County. Some discus- sion followed. Mr. Paluso requested written information concerning the statistic: and costs of the Special Deputies and also information concerning the costs of hiring six additional full-time deputies. It was decided that discussion on this matter would continue at a future Salary Board meeting. C001 - DOMESTIC RELATIONS Judge Sweet requested that the Marcia Stowinsky, Clerk -Typist I, be moved into the position of Investigator (Angeline Popielarcheck's position) with the number of hours for this position increasing from 20 hours per week to 32 1/2 hours per week; that Christy Walleck, Clerk -Typist I, be transferred from per Bien to permanent; and that the per diem position of Clerk -Typist I be left unfilled. Discussion followed concerning these adjustments and also the Court's budget.
