COMMISSIONER:3 L Minute No. 65-S Office of County Commissioners Washington, Pa., October 20, 1983 The Washington County Salary Board met in session on Thursday, October 20, 1983, at approximately 10:45 a.m. in the Public Meeting Room of- the Courthouse Square Office Building, Washington, Pennsylvania, with the following members beinc present: Commissioners Mascara and Paluso and Controller Behar-ry. Absent being: Commissioner Gilmore. Also being present: Chief Clerk Dallatore; Personnel Director Margaret Pennline; Lou Lignelli, JTPA Director and Director of Property and Supplies; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville Telegrapr; Jim Provance, The Herald -Standard; and Lucy Rea, interested ci-izen. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 64-S, each member having re- ceived a copy. Moved by Miss Beharry, seconded by Mr. Paluso, that Minute No. 64-S be approved subject to the following correction being made on page 140: B010 - BRIDGE William Catlin, Bridge Maintenance Supvr., Grade 5, Step 8, from Rate 7.424 to Rate 8,023, worked for Jim Wood when he was off 9-12, 13, 14, 15, 16, 26 and 27 Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. A lengthy discussion followed. Mrs. Pennline noted the written approval from the Union to maintain the vacated salaries for the new bidders in this particular classification series.) Moved by Miss Beharry, seconded by Mr. Paluso, approving the foregoing adjust- ments and payments. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mrs. Pennline presented to the Board for their consideration and approval the following items: C001 - DOMESTIC RELATIONS Doris Spesak, Investigator, Grade 2, Step 3, Rate 5.985, pay 40 hrs. in C001 (Domestic Relations) and 25 hrs. in 0-020 (Divorce Court) per pay, eff. 10-20-83 (Mrs. Pennline explained that this would mean an increase of 12 1/2 hrs. per week for Doris Spesak at her same rate until the end of the year due to the resignation of Tammie Wade.) Miss Beharry questioned if Tammie Wade's position was to be abolished for the remainder of the year. She stated that she would support the additional work for Doris Spesak if Tammie Wade's position would be abolished for the remainder of the year. Discussion followed. It was noted that no action would be taken on this matter without Judge Sweet being present. K050 - HEALTH CENTER Mrs. Pennline presented the following adjustment to the Board for their consideration and approval: Angela Alampi, Dietetic Supervisor, from Rate 627.40, 16,312.50, to Rate 646.64, 16,812.50, completed Dietetic Ass't. Independent Study Course; certificate received on 8-11-83 Miss Beharry stated that she wasn't notified until 10:00 this morning that this matter was on the agenda and that she doesn't consider it a routine item and re- quested that the issue be postponed. Discussion followed. Mr. Mascara explained that there was an understanding that once Mrs. Alampi completed this course, her salary would be adjusted; and he stated that he did not want to delay it any further. Miss Beharry noted for the record that she did not have any previous knowledge of this issue and felt that it did not comply with the Salary Board's policy of sub- mission of non -routine items by Noon on Tuesday preceding the meeting. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the rate adjustment for Angela Alampi as per above, effective 8-11-83. JTPA Roll call vote taken: Miss Beharry - Abstained; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried. Moved by Mr. Paluso, seconded by Miss Beharry, approving the establishment of the following new positions (35 hours per week): Records & Intake Technician (Intake Specialist), Grade 4, Step 3, Rate 6.315, 442.05, 11,493.30 Counselor, Rate 576.92, 15,000.00 Clerk -Typist II, Grade 4, Rate 5.884, 411.85, 10,708.00 Mr. Lignelli, JTPA Director, explained that an office will be established in Greene County and that the Counselor and Clerk -Typist II will work out of that office; he suggested the hiring of Greene County residents for those 2 positions.
