PALUSO, COMMISSIONERS Minute No. 67-S Office of County Commissioners Washington, Pa., November 17, 1983 The Washington County Salary Board met in session on Thursday, November 17, 1983, at approximately 10:30 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Chairman Mascara called the meeting to order and entertained a motion to approve Minute No. 66-S. He noted a correction to be made on p. 149 concerning Linda Dix, Nurses Aide (K020); her effective date should read 11-2-83 instead of 10-31-83. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 66-S be approved with the foregoing correction. A003 - CONTROLLER Controller Beharry presented to the Board a proposed table of reorganization for her office. She stated that in light of the statutory requirement to audit District Justices annually and in light of the Court's decision on her request for three additional auditor positions (for further reference, see Opinion of Judge Thomas D. Gladden, No. 454 June Term, 1983, A.D.), she has very seriously looked at what could be done to allow the Controller to comply with the statute. She noted that this reorganiza- tion involves exactly the same number of people and she also noted that a few of the individuals will be assuming additional responsibilities. She stated that the reorganization nets an increase of $8,577.12 and that the only benefit impact would be the Retirement Fund contribution and FICA on the additional wages. Chairman Mascara brought up the matter of the ramifications of using the title of Payroll Clerk/CTO. Discussion followed. It was noted that the job description of a Payroll Clerk should include the operation of a computer terminal It was the consensus of the Board to use the title of Payroll Clerk. Mr. Paluso questioned the matter of this reorganization versus the hiring of an outside auditing firm. Discussion followed. The Board then discussed the matter of a salary adjustment for the two posi- tions of Accounts Payable Clerk from $10,959.78 to $11,585.08. Miss Beharry briefly explained the additional duties required of -.the Accounts Payable Clerks. Mr. Gilmore suggested that this matter be tabled until January when Salary Board reorganizes. However, Miss Beharry stated that these individuals have already taken on the additional responsibilities due to the resignation of the Accountant, effective November llth. Moved by Miss Beharry, seconded by Mr. Gilmore, approving the increase in the salary of the position of Accounts Payable Clerk to $11,585.08. PALUSO, COMMISSIONERS Moved by Miss Beharry, seconded by Mr. Gilmore, establishing the salary of $11,585.08 for the position of Revenue Clerk. (This salary includes Retirement Board money.) Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. Miss Beharry requested that the salary of the Audit Manager position be set at $20,000.00. Discussion followed. The Commissioners suggested that the matter be tabled until the reorganization of Salary Board in January. More dis- cussion followed. Moved by Mr. Gilmore that the salary of the Audit Manager posi- tion be set at $14,204.58 (the same salary of the Accountant position that was abolished) pending reorganization in January and that the matter be on the agenda for reorganization. Miss Beharry made a few more comments and suggested that the salary be set at $15,000.00. Moved by Mr. Gilmore, seconded by Miss Beharry, establishing the salary of the Audit Manager position at $15,000.00. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes. Motion carried unanimously. NOTE: The salaries of the positions of Deputy Controller, Payroll Audit Super- visor, Word Processor Supervisor, CTO (Working Supervisor), CTO, and Receptionist will be maintained at the current 1983 salaries. This reorganization also in- cludes 2 CTO's being reclassified as Payroll Clerks at the current salary of $12,277.98; and the current position of Payroll Clerk at a salary of $10,959.78 will be maintained for the present time. It was the consensus of the Board not to establish a Clerk II position at this time.
