Washington, Pa., December 1, 1983
The Washington County Salary Board met in session on Thursday, December 1;
1983, at approximately 10:40 a.m. in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, with the following members beinc
present: Commissioners Mascara and Paluso and Controller Beharry. Absent being:
Commissioner Gilmore. Also being present: Chief Clerk Dallatore; Personnel
Director Margaret Pennline; Administrative Assistant Davis; Linda Hands, Clerk -
Steno II; Joann Sarkett, Brownsville Telegraph; and Jim Provance, The Herald Stan-
dard.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 67-S, each member having received
a copy. Moved by Miss Beharry, seconded by Mr. Paluso, that Minute No. 67-S be
approved as read.
Roll call vote taken:
Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

A003 - CONTROLLER
Moved by Miss Beharry, seconded by Mr. Mascara, to amend the reorganiza-
tion of the Controller's Office (pp. 155-158) to reclassify one (1) Contract Cler:
position to an Accounts Payable Clerk position and that one (1) Accounts Payable
Clerk position be abolished upon the filling of the Accounts Payable Clerk (Work-
ing Supervisor) position; and that the position of Payroll Clerk be reclassified
to a Clerk III position.
Remarks: Miss Beharry noted that there are no monetary changes involved in the
foregoing reclassifications. Some discussion followed.

$94.50 to Gaylord Andrew, Assessor.

A028 - PROPERTY & SUPPLIES
Mrs. Pennline presented to the Board a request to establish two (2) per
diem worker positions at the rate of 5.52 (70 hours) for a period not to exceed
five weeks for the purpose of painting various offices in the Judges' Chambers.
Mr. Paluso requested that this matter be tabled until he gets more detailed infor-
mation from Mr. Lignelli, Director of Property & Supplies, concerning this work.

Motion carried unanimously.
Miss Beharry brought up the matter of a request from Anne Brumfield of SEIU,
Local 585, that the County pay upfront all six County employees who are involved
in union contract negotiations for any time lost at work due to negotiations and
,that the Union would reimburse the County for the three employees that the Union
agreed to pay. Miss Beharry noted that the Union's concern was that if the Con-
troller's Office paid only the three individuals for which the County agreed to
pay, then the other three individuals would have short paychecks tomorrow (Decem-
ber 2nd) and there would be a time lag for the Union to make up the difference.
Discussion followed. The Board was in agreement to comply with the Union's re-
quest to pay all six County employees upfront.

I Miss Beharry also raised a few questions concerning the payment of $140.00
to Henry DeLong of the South Strabane Township Police Department for services

rendered in connection with the Marianna sex cult/Children & Youth matter (See
Minute No. 190 dated 12-1-83, p. 216 for further reference.). Discussion followed.
No action was taken.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:05 a.m.
