The Washington County Salary Board met in session in the Public Mee Lng
of the Courthouse Square Office Building, Washington, Pennsylvania, at approxi-
mately 2:40 p.m. on Tuesday, January 3, 1984, for the purpose of reorganization,
with the following members being present: Commissioners Mascara, Petrosky and
Paluso and Controller Beharry. Also being present: Chief Clerk Dallatore;
Personnel Director Margaret Pennline; Coroner Jackson; Chief Deputy Sheriff Littl�-
ton; Lou Lignelli, Director of Administration; Administrative Assistant Davis;
Linda Hands, Clerk -Steno II; Judith Costa, Payroll Audit Supervisor; Joseph Giece�,'
Director of Parks and Recreation; Jim Wood, Bridge Superintendent; Ray Oest,
Acting Building Superintendent; J. Bracken Burns, EMS Director; Jack Welty, Data
Processing Manager; Jon Stevens, Observer -Reporter; and Joann Sarkett, Brownsvil]
Telegraph.
Chairman Mascara called the meeting to order and noted that as Chairman of
the Board of Commissioners, he would automatically serve as Chairman of the
Salary Board in accordance with Section 1622 of the County Code.
Chairman Mascara entertained nominations for Vice -Chairman.
Moved by Mr. Paluso, seconded by Miss Beharry, nominating Commissioner Metrc
;Petrosky as Vice -Chairman.
Roll call vote taken:
Miss Beharry - Yes; Mr. Paluso - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman Mascara entertained motions for Secretary.
Moved by Mr. Petrosky, seconded by Miss Beharry, nominating Commissioner
jEdward M. Paluso as Secretary.
Roll call vote taken:
Miss Beharry - Yes; Mr. Paluso - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

Moved by Mr. Petrosky, seconded by Mr. Paluso, that the employees listed
and referred to in the Salary Board meeting of December 29, 1983, together with
their salaries set therein be ratified and confirmed. In addition, all other
"County employees are hereby retained at their current classifications and salariel

temporarily until a formal reorganization takes place. All elected officials
will be paid under the new salary schedule as adopted by the Board of County Com-n
Imissioners on October 29, 1981.

Miss Beharry noted that the foregoing motion should include the following employ-
ees and/or correct rates:

Miss Benarry also questioned the current salary of Darlene Nicholas, Court Repor•
ter in the juvenile court Department (;4198). Mrs. Pennline noted that her
current salary is -�18,5i4.00.

Miss Benarry requested the Board's consideration in increasing the salary
or the Audit Manager position rrom �15,000.00 to $20,000.00.(See Minute No. 67-S
dated 11-17-83, p. 158, for further reference.) Miss Beharry went on to explain

the reason ror ner request.

unairman Mascara explained that the Board is not entertaining any increase

for anyoody until the Board re -convenes this meeting and that he does not want to
;deviate rrom that position. Miss Benarry questioned when the meeting would be
re -convened, Mr. Mascara stated that a definite date has not been set but that
' it would be called at the pleasure of the Chair and that she would be given
proper notice.

position);
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman Mascara noted that future meetings of the Salary Board would be
held at tree call or the Chair and/or in accordance with Section 1624 of The
County code.
Moved ny Mr. YetrosKy, seconded by Mr. Paluso, that the meeting recess
and re -convene at the call of the Chair.

Mr. YetrOSKy - Yes; Mr. mascara - Yes.
Motion carried unanimously.
