PALUSO, COMMISSIONERS Minute No. 3-S Office of County Commissioners Washington, Pa., April 26, 1984 The Washington County Salary Board met in session on Thursday, April 26, 1984, at approximately 10:20 a.m. in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, with the following members bein„ present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry. Als) being present: John F. Yoney, County Treasurer; Chief Clerk Dallatore; Margaret Pennline, Personnel Director; Lou Lignelli, Director of Administration; Administra- tive Assistant Davis; Barbara Miller, Observer -Reporter; Joann Sarkett, Brownsville Telegraph; Jim Provance, The Herald -Standard; Paul Amic and Joseph D'Orazio of Canonsburg Borough Council. Chairman Mascara called the meeting to order and recommended that the approval of Minute Nos. 1 and 2 be held in abeyance in order to give the Board members an opportunity to review those minutes. 4139-139 - TREASURER Mr. Yoney requested that the Board re-establish the position of Clerk Typist I in his office which was recently abolished. Discussion followed. Chair- man Mascara stated that in light of the rush that the Treasurer's Office will have at the end of May from people paying their taxes, the Commissioners would prefer ghat the Treasurer's Office be able to process those payments rather than having ;he checks sit around in the office. He suggested that the position be re-established and that the need for the position be reviewed in June. Miss Beharry suggested I;reating a per diem position for a period of time as opposed to recreating the position. Mr. Yoney stated that he would prefer to re-establish the position per- manently because he feels the position is absolutely necessary for the operation o- Lis office. More discussion followed. Moved by Mr. Yoney, seconded by Mr. Petrosky, re-establishing the position of Clerk Typist I in the Treasurer's Office until June 30, 1984; at that time, the Board and Mr. Yoney will review the need for the position. Roll call vote taken: Mr. Yoney - Yes; Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the following: 4178-184 - ENGINEERING AND MAINTENANCE Effective 4-30-84, the Parks will go from 65 hours to 80 hours 4242-542 - WEIGHTS AND MEASURES Bill Kovach, from Utility Worker, Grade 2, Rate 7.044 to Sealer, Grade 4, Rate 7.784, temporary transfer from Bridge Department from 4-23-84 to 4-27-84 Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4411-402 - ADULT WELFARE The following item was presented to the Board for approval: Christy Hayes, LPN, transfer from 403 to 402, eff. 1-1-84 Mrs. Pennline explained that there were additional funds in the AAA budget and that this action would involve transferring Christy Hayes from the County budget to the AAA budget. Miss Beharry questioned the matter of retroactivity on this transfer. Discussion followed. Mr. Petrosky pointed out that the Commissioners directed Mr. Fiumelli, Director of Human Services, to meet with the AAA in terms of cutting the County's financial contribution to the AAA program and, at the same time, not affect services. He noted that this transfer will save the County money in terms of salary and fringe benefits. Some discussion followed between Miss Beharry and Chairman Mascara. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing transfer. Roll call vote taken: Miss Beharry - Abstained; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4461-1053 - HEALTH CENTER Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the following: Darlene Bongiorno, from Custodial Worker, Grade 1, Step B, Rate 5.642 to Housekeeper, Grade 1, Step B, Rate 5.579, bumped Jerry Jericho, 65 hours to 80 hours, eff. 4-13-84 Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ELECTIONS The following item was presented to the Board for approval: Payment of $5.00 per hour for the following employees who worked Election Day 4-10-84) - Roxanne Gancarz Scott Galbraith (1 hour) Patty Ondash Ars. Pennline raised a question concerning Roxanne Gancarz. Miss Beharry raised several questions concerning these employees who worked and the number of positions authorized. A lengthy discussion followed between Miss Beharry and Mr. Lignelli, Director of Administration. Miss Beharry also informed Mr. Lignelli of a discrep- ancy in the number of trustee positions that were authorized for the November 1983 Election (10) and the number of names that were submitted for payment (12). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the payment of �5.00 per hour to the foregoing employees who worked Election Day (4-10-84) with the exception of Roxanne Gancarz. Roll call vote taken: Miss Beharry - No; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
