The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at appro>i-
mately 11:00 a.m. on Thursday, May 2, 1985, with the following members being
present: President Judge Gladden, Commissioners Mascara, Petrosky and Paluso
and Controller Beharry. Also present being: Chief Clerk Dallatore; Margaret
Pennline, Personnel Director; Janice Urban, Personnel Office; Lou Lignelli,
Director of Administration; Henry Fiumelli, Director of Human Services; Steve
Shaner, Director of Aging Services; Mary J. Drewitz, Court Administrator; Admini-

Approval of Minutes
Chairman Mascara noted that approval of Minute No. 1-S-85 (dated 1-7-85
and 2-14-85) would be deferred in order to jive the Board members more time to
review those minutes.
4184-213 - JUQGE TERPUTAC
Judge Gladden requested that the Board approve the appointment of Newanna
M. Templeton as Court Reporter (replacing Rose Pacilla who transferred to Juvenil(r
Court Reporter), Grade 10, at the second year completion rate of 9.236, 600.34,
15,609.00, effective 5-20-85. Judge Gladden requested that she be appointed at
the second year completion rate rather than the starting rate for Court Reporters
due to her many years of experience as a Court Reporter.

Judge Gladden also requested that the Board abolish the 5-step salary
schedule for/Court Reporters and institute a 2-step salary schedule due to the
fact that all of the presently employed Court Reporters have reached the highest
step. He recommended that under a 2-step system, the entry rate for new Court
Reporters would be $15,609 and a requirement would be that the employee have two
year's experience as a Court Reporter as required by the Rules of Judicial Admini-
stration. Then after two years of service with the County as a Court Reporter,
the employee would go to the second step.
Some discussion followed. Mr. Paluso suggested deferring action on the
2-step salary schedule as recommended by Judge Gladden in order for the Board to
further discuss this matter.
Moved by Judge Gladden, seconded by Mr. Paluso, abolishing the present
5-step salary schedule for Court Reporters; and appointing Newanna M. Templeton
as Court Reporter, Grade 10, at the rate of 9.236, 600.34, 15,609.00, effective
5-20-85.

Director of Elections for 1985 Primary and General Elections,
$5.00 per hour, not less than $30.00
CREATE fourteen (14) Trustee positions for ballot box delivery
for 1985 Primary and General Elections, $10.00 per person

The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:40 a.m. on Thursday, June 13, 1985, with the following members
being present: President Judge Gladden, Commissioners Mascara and Petrosky, and
Controller Beharry. Absent being: Commissioner Paluso. Also being present:
Chief Clerk Dallatore; Margaret Pennline, Personnel Director; Janice Urban, Per-
sonnel Office; Mary J. Drewitz, Court Administrator; Executive Assistant DuJordan;
Administrative Assistant Davis; Judi Lomago, Executive Secretary; Linda Hands,
Clerk -Steno II; Natalie Moore, Herald -Standard; Joann Sarkett, Brownsville Tele-

4184 - COURTS (Court Reporters)
Judge Gladden requested the Board's approval of a 2-step salary schedule
for Court Reporters as recommended by him at the last meeting (See Minute No.
2-S-85 dated 5-2-85, pp. 357-358). He reiterated his recommendation that the
initial step would be $15,609 with the employee having two year's experience as
a Court Reporter. The Court Reporter would then stay in that step for two years;
however, would receive any across-the-board raises granted, if any; then after
two years of service with the County as a Court Reporter, would go to the second
step (presently, that step is $19,254.30). Some discussion followed.
Moved by Judge Gladden, seconded by Miss Beharry, approving the 2-step
salary schedule for Court Reporters as per above.
