The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:45 a.m. on Thursday, August 1, 1985, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry,
Also being present: Chief Clerk Dallatore; Henry Fiumelli, Director of Human
Services; Margaret Pennline, Personnel Director; Janice Urban, Personnel Office;
Administrative Assistant Davis; Natalie Moore, Herald -Standard; and Jon Stevens,
Observer -Reporter.
Clarifica� on of M'nutes
1.�d11111dll f, dz3u6i d called the meeting to order and called on Commissioner
Petrosky to clarify a motion made by him, and seconded by Miss Beharry, at the
meeting held on February 14, 1985, page 356.
Mr. Petrosky noted that Minute Nos. 1-S-85, 2-S-85 and 3-S-85 have not
been approved by the Board yet, therefore not sealed for all intents and purposes,
He stated that he would therefore like to clarify and amend the motion made on
February 14, 1985, page 356. He noted that there seems to be some difficulty
in the payment of the increase that was effectuated in July for all union employel;s
to the part-time, temporary and per diem employees. He stated he feels it was
the intent of the Board back in February that these increases should be applied
across the board to include the per diem, temporary and part-time employees. He
therefore made the following motion.
Moved by Mr. Petrosky to clarify and amend the motion made on page 356
of the February 14, 1985, meeting by adding the following to the motion:
"In addition, the increases granted to employees
under the union contracts shall also be applied to
all other non -union hourly employees, which includes
per diem, part-time and temporary employees, effective
July 1, 1985."
Remarks: Miss Beharry stated that her problem is whether or not it is legal to
do that, i.e., can the Board today go back and say what the Board
really meant in February. Discussion followed between Chairman Mascara
and Miss Beharry. Mr. Mascara stated that it was the Commissioners'
intent, if not Miss Beharry's, to pay these particular individuals the
respective increase as by precedent, custom and policy of the County.
Motion seconded by Mr. Paluso.

Approval of Minutes
Chairman Mascara asked if there were any other corrections, additions or
omissions to Minute Nos. 1-S-85 (dated January 7 and February 14, 1985), 2-S-85
(dated May 2, 1985) and 3-S-85 (dated June 13, 1985). Miss Beharry stated that
her office staff, payroll department, has not had an opportunity to review Minute'
Nos. 2-S-85 and 3-S-85 and requested that approval of those minutes be held in
abeyance. Discussion followed between Chairman Mascara and Miss Beharry.
Mr. Mascara stated that he would like to have these minutes approved as this is
August and the Board still hasn't approved the January meeting minutes. He state)
that if she has some corrections to be made, they can be made at a subsequent
meeting.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute Nos. 1-S-85
(dated January 7 and February 14, 1985), 2-S-85 (dated May 2, 1985) and 3-S-85
(dated June 13, 1985) be approved as written.
Roll call vote taken:
Miss Beharry - No; Mr. Paluso - Yes;

Chairman Mascara entertained a motion to approve that all non -union hourly
employees, which includes per diem, part-time and temporary employees, will move
to the base rate on the compensation schedule after six months of employment.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving that all non-
union hourly employees, which includes per diem, part-time and temporary employees,
will move to the base rate on the compensation schedule after six months of em-
ployment.
Remarks: It was agreed by the Board that the interpretation of "six months of
employment" would mean six calendar months.

NOTE: Miss Beharry informed the Board that as a result of the Retirement
Board adopting a resolution at its meeting on July 25, 1985, which
authorizes an additional option for members, effective September 1,
1985, in accordance with Act 35 of 1985 which the Governor signed
on July 3, 1985, Norm Pickering of Hay/Huggins Company, Inc.,
suggests that the County advise any employees who retire between
the date of the passage of that legislation and September 1st of
the options available and their right to vest between the time of
their resignation and September 1st. Discussion followed. Miss
Beharry noted that therefore these retirement dates (also may be applicablE
to Dorothy Presky, see P. 380) listed may be subject to change based
upon a legal opinion on this matter. Chairman Mascara stated that
he would also bring up this matter at the annual convention of the
Pa. State Association of County Commissioners in order to get a
clarification.
