Washington, Pa., September 12, 1985
The Washington County Salary Board met in session in the Public Meeting Room
of the Courthouse Square Office Building, Washington, Pennsylvania, at approxi-
mately 10:30 a.m. on Thursday, September 12, 1985, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Deputy Controller
Metcalfe. Also being present: District Attorney Pettit; Chief Clerk Dallatore;
Coroner Jackson; Margaret Pennline, Personnel Director; Janice Urban, Personnel
Office Manager; Chief Deputy Sheriff Littleton; William Sember, Director of Plan-
Wing; Administrative Assistant Davis; Barbara Miller, Observer -Reporter; Natalie
Eddy, Herald Standard; Linda Hands, Clerk -Steno II; Attorney Charles Kurowski;
and Ted Bury, Constable.
Chairman Mascara called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 4-S-85, each member having
received a copy. Moved by Mr. Petrosky, seconded by Mr. Metcalfe, that Minute
No. 4-S-85 be approved as written.
Roll call vote taken:
Mr. Metcalfe - Yes; Mr. Paluso - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman Mascara made reference to Minute No. 1-S-85 dated 2-14-85, page 324,
relative to a motion made concerning Deborah Keller. Mr. Mascara stated that it
is necessary to rescind that motion altogether. He explained that as of 2-14-85,
Deborah Keller's salary was $17,545.00; on her anniversary date (3-15-85) her
salary was increased to $19,254.00. This action was voted on at Minute No.
2-S-85 dated 5-2-85, page 360.
Moved by Mr. Petrosky, seconded by Mr. Paluso, rescinding the motion made
concerning Deborah Keller on page 324 of Minute No. 1-S-85 dated 2-14-85 as per
above.

Motion carried unanimously.
Chairman Mascara made reference to Minute No. 1-S-85 dated 2-14-85, page 326,
relative to the per diem Correctional Officer I's at the Jail, and stated that
the pay grades/steps and rates listed on that page should be corrected. Marge
Pennline, Personnel Director, gave a brief explanation of the reason for these
corrections.

Moved by Mr. Petrosky, seconded by Mr. Paluso, that the pay grades/steps
and rates listed on page 326 of Minute No. 1-S-85 dated 2-14-85 relative to the
per diem Correctional Officer I's at the Jail be corrected to reflect the follow-

4194-294 - DISTRICT ATTORNEY
John Pettit, District Attorney, informed the Board that Attorney Fred Sent-
ner, Assistant District Attorney on contract, has resigned effective September 1,
1985. His contract payment was $11,900 annually. Mr. Pettit explained that it
is his desire not to replace Attorney Sentner and transfer his workload to
Assistant District Attorneys Michael Fagella and Penny Spiewak and increase their
salaries from $15,000 to $18,000.
Moved by Mr. Pettit, seconded by Mr. Petrosky, increasing the salaries of
Michael Fagella and Penny Spiewak, Entry Level Assistant District Attorneys,
from Rate 576.92, 15,000.00 to 692.31, 18,000.00, effective September 12, 1985.
