Washington, Pa., February 27, 1986
The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:30 a.m. on Thursday, February 27, 1986, with the following mem-
bers being present: Commissioners Mascara, Petrosky and Paluso and Controller
Beharry. Also present being: President Judge Gladden; Mary J. Drewitz, Court
Administrator; Chief Clerk Dallatore; Margaret Pennline and Janice Urban, Personnel
Office; Barb Davis, Administrative Assistant; Judi Lomago, Executive Secretary;
Linda Hands, Clerk -Steno II; Coroner Jackson; Natalie Eddy, Herald Standard; and
Jon Stevens, Observer -Reporter.
Approval of Minutes
Chairman Mascara noted that approval of Minute No. 8-S-85 dated December
30, 1985, and Minute No. 1-S-86 dated January 6, 1986, would be held in abeyance.
Judge Gladden noted that he only appears periodically before the Salary
Board and sometimes is not in attendance at subsequent meetings when the prior
minutes are approved. He stated that he would like the opportunity to make
additions, corrections or omissions to the minutes, if necessary. Chairman Mas-
cara suggested that if he has any changes and cannot be present at a meeting, he
should notify the other Board members of the changes.
4181-201 - COURT ADMINISTRATOR
Judge Gladden requested a salary increase for Mary J. Drewitz, Court
Administrator, and gave the following reasons for this request:
1. She has reorganized the magistrates'offices with an
annual resulting savings in salaries of approximately $50,000.
2. She has saved rental expenses by closing the Peters Township
magisterial office under his direction.
3. She has revised the Master in Divorce system to be a more
efficient and economical system which, if not now, will soon
pay for itself.
4. She has worked as a valuable and contributing member on the
committee with Carnegie-Mellon University relative to the
computerization study and will be an important person in
the implementation of computerization of the County when
and if that occurs.
5. In addition to the afore -mentioned study, she has advised and
coordinated the computer study with the Clerk of Courts and
Prothonotary as well as other court -related offices.
6. At the request of out -of -county Judge Acker, she has helped
organize administratively the cases which have been assigned
to him relative to litigation involving the Controller/Commissionecs
and Controller/other parties.
7. She has worked with Mrs. Pennline, Personnel Director, on all
matters affecting the Court employees (i.e., job descriptions,
policies, etc.)

8. She has worked with Mr. Yoney, County Treasurer, to obtain
reimbursement from the State for those matters which have
come out of the statewide investigating grand jury.
9. She has personally responded to requests from each member
of the Board of Commissioners and the Controller, has done
research and spent time to help solve problems, some of which
were technically outside the scope of her official duties.
10. She has brought professionalism and respect to her job; the
results of what she has done in her official capacity have
been the subject of study and observation by Courts of several
other counties.
Judge Gladden added that he has reviewed the study done for the Erie County Court2
and paid for by the Erie County Commissioners, the preparation of which he under-
stands cost several hundreds of thousands of dollars. He noted that almost all
of the suggestions that are in that report for the efficient operation of the
Courts of Erie County (i.e., individual calendar control, jury management, etc.)
have been implemented in this county under Mrs. Drewitz's direction and at no
cost to the taxpayers. He stated that in reviewing the salary of comparable
people in county government who have administrative duties, he feels her salary
of $29,539 is inadequate.
Moved by Judge Gladden, seconded by Miss Beharry, that Mrs. Drewitz's
salary be increased to $33,000.
Mr. Paluso asked Judge Gladden on what basis did he arrive at that
figure. Judge Gladden stated that he feels the salary of the Court Administrator
should be comparable to the County's Director of Administration ($33,775).
Mr. Petrosky noted that in comparison with other 4th class counties
where the salary of the Court Administrator ranges from $22,000 to $38,970, he
feels Mrs. Drewitz is paid comparably; and, in addition, the number of support
employees is quite in line as well. Discussion followed between Mr. Petrosky
and Judge Gladden relative to the responsibilities/salaries of the Court Administra-
tor and Director of Administration and their comparability.

Moved by Judge Gladden, seconded by Mr. Paluso, that Dennis Walters,
Probation Office Supervisor, be paid an additional $50.00 per month, or part of
a month, while he is temporarily filling the position of Stanley Rockovich, Chief
Probation Officer IV.
Remarks: Commissioner Petrosky noted that we've had several individuals who have
functioned as temporary directors in several departments for a much
extended period of time and we have not moved to increase their salaries
until such time as we were satisfied that they were capable of handlinc_
the position. Some discussion followed between Mr. Petrosky and Judge
Gladden.
