MASCARA, METRO PETROSKY, JR., EDWARD M PALUSO, COMMISSIONERS Minute No. 10-S-86 Office of the County Commissioners Washington, Pa., September 4, 1986 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately 10:45a.m. on Thursday, September 4, 1986, with the following member being present: Commissioners Mascara and Paluso and Controller Beharry. Absent being: Commissioner Petrosky who was ill. Also being present: District Attorne Pettit; Chief Clerk Dallatore; Mary J. Drewitz, Court Administrator; Chief Deputy Sheriff Littleton; Lou Lignelli, Director of Administration; Janice Urban, Per- sonnel Office; William Sember and Ken Krupa, Planning Commission; Administrative Assistant Davis; Judi Lomago, Executive Secretary; Linda Young, Clerk -Steno II; Rod Kornrumpf, Planning Commission; Jon Stevens, Observer -Reporter; and Henry Badzik. APPROVAL OF MINUTES Chairman Mascara noted that approval of Minute No. 4-S-86 dated April 10, 1986, and Minute No. 9-S-86 dated August 14, 1986, would be held in abeyance. He asked if there were any corrections, additions or omissions to Minute No. 8-S-86 dated July 3, 1986, each member having received a copy. Moved by Miss Beharry, seconded by Mr. Paluso, that Minute No. 8-S-86 dated July 3, 1986, be approved as written. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4194-294 - DISTRICT ATTORNEY Moved by Mr. Pettit, seconded by Miss Beharry, approving the following: Paul Petro, change of classification only from Asst. (Mr. Pettit left the meeting.) 4197-297 -SHERIFF Moved by Mr. Littleton, seconded by Mr. Paluso, to CREATE eight (8) per diem slots of Deputy Sheriff I, Grade 7, (80%) Rate 5.376. REMARKS: Mr. Littleton noted that he needs to use four of these positions immediately; the other four are requested in anticipation of upcoming murder trials. He noted, however, that these last four positions would not be used unless the Board is informed well in advance of the need to use them. Miss Beharry questioned if the first four positions were needed for security at the WCHC. The Board members responded affirmatively. She questioned the procedure of creating positions in the Sheriff's Office as opposed to creating security positions at the WCHC. Some discussion followed. Roll call vote taken: Mr. Littleton - Yes; Miss Beharry - No; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried. Miss Beharry objected to Mr. Littleton's vote being recorded. She stated that she does not believe he has the authority to sit on behalf of the Sheriff. Moved by Mr. Paluso, seconded by Chairman Mascara, approving the creation of the positions as per above. Roll call vote taken: Miss Beharry - No; Mr. Paluso - Yes; Mr. Mascara - Yes.
