Washington, Pa., January 15, 1987
The Washington County Salary Board met in session in the Public Meeting
Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:45 a.m. on Thursday, January 15, 1987, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry.
Also being present: Christine Dallatore, Chief Clerk; Margaret Pennline, Personnel
Director; Lou Lignelli, Director of Administration; Linda Young, Clerk -Steno II;
Barb Davis, Administrative Assistant; Phil Garrow, Publications and Information
Coordinator; Jon Stevens, Observer -Reporter; Natalie Eddy, Herald -Standard,
Julie LaCaffinie, Brownsville Telegraph; and a Deputy Sheriff of the Sheriff's
Office.
Chairman Mascara called the meeting to order and noted that approval of
Minute No. 13-S-86 dated December 29, 1986, and Minute No. 1-S-87 dated January 5,
1987, would be held in abeyance.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the following
contracted positions as listed under each account:
CHILDREN & YOUTH
Increase compensation of Attorney position (William A. Mitchell)
from $25.00/fir. non -court hours to $35.00/hr. non -court hours and
from $35.00/hr. court hearings to $50.00/hr. court hearings
fY� DISTRICT ATTORNEY
Create secretarial position for Crime Victim Witness Grant Program
at annual compensation of $600.00 (Theresa Muto)

Miss Beharry - Yes; Mr. Paluso - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
4136-136 - TAX ASSESSMENT
Moved by Mr. Petrosky, seconded by Miss Beharry, approving the following:

4411-111 - COMMISSIONERS
Commissioner Petrosky requested the Board's consideration of the creation
of an Executive Assistant position which would be in addition to the position
held by Ed DuJordan. He went on to explain the reasons why he feels this position
is needed. Discussion followed.
Moved by Mr. Petrosky to CREATE a position of Executive Assisant at a
salary of $28,000.

Miss Beharry brought up the matter of the Board's present policy whereby
non -routine items for Salary Board must be submitted to the Personnel Office by

Noon on Tuesday preceding the meeting. A lengthy discussion followed. The
Board also discussed the matter of the new Sunshine Law and their concerns to
comply with the new law.
Mr. Paluso made some comments and stated that he feels that both
Mr. Mascara and Mr. Petrosky should have an executive assistant. More discussion
followed.
Mr. Paluso questioned the motion.
Motion seconded by Mr. Paluso.

Miss Beharry - No; Mr. Paluso - Yes;
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried.
