The Washington County Salary Board met in session in the Public Meeting
j Room of the Courthouse Square Office Building, Washington, Pennsylvania, at
approximately 10:40 a.m. on Thursday, January 22, 1987, with the following members
being present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry.
Also being present: Christine Dallatore, Chief Clerk; Margaret Pennline and
Janice Urban, Personnel Office; Lou Lignelli, Director of Administration; Barb
Davis and Judi Lomago, Commissioners' Office; John Litz, Acting Director of Human
Services; William Sember, Director of Planning; Jon Stevens, Observer -Reporter;
Natalie Eddy, Herald Standard; Phil Garrow, Publication & Information Coordinator;
Julie LaCaffinie, Brownsville Telegraph; and Deputy Sheriff Fred Johns; and Kathy
Emery, Assistant Solicitor.
Chairman Mascara called the meeting to order and noted that approval of
Minute No. 13-S-86 dated December 29, 1986, Minute No. 1-S-87 dated January 5,
1987, and Minute No. 2-S-87 dated January 15, 1987, would be held in abeyance.
HEALTH CENTER
John Litz, Acting Director of Human Services, requested the Board's con-
sideration to CREATE the following positions:
Food Service Director, Rate 865.38, 22,500.00

Assistant Food Service Director, Rate 653.85, 17,000.00
Mr. Litz stated that this recommendation has been made by the WCHC administration
and is also being supported by the Pennsylvania Department of Health. He stated
that with the creation of these two positions, he feels that the efficiency and
effectiveness of the food service operation at the WCHC will improve. He noted
that after these positions are created and filled, the amount of hours of the
present dietary director, Susan O'Ferrell, (contracted position) will be decreased.
He also noted that according to/study conducted by Dr. Parks, WCHC Administrator,
this in-house approach was less expensive than contracting with a food service
management firm (approximately $67,000/year for in-house versus approximately
$84,000/year for a contracted arrangement). A lengthy discussion followed.
Discussion was held between Miss Beharry and Mr. Litz concerning the annual
inspection of the WCHC conducted by the Pennsylvania Department of Health wherein
there were some deficiencies noted in the area of food service operation. More
discussion followed.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the creation of
the foregoing positions.

Miss Beharry noted that due to the information she currently had on this matter
and due to the fact that she didn't know until yesterday afternoon that this
action was beinq considered, she could not support this action.

4331-1701 - AIRPORT
William Sember, Director of Planning, requested the Board's consideration
to CREATE a position of Airport Manager at the rate of 961.54, 25,000.00. He
explained that the County has taken over the full time operations at the Airport
as of November 1st; therefore, this position is needed. Discussion followed.
Moved by Mr. Petrosky, seconded by Miss Beharry, approving the CREATION of
a position of Airport Manager as per above.

4112-112 - ADMINISTRATION
Lou Lignelli, Director of Administration, requested the Board's consideration
of a rate adjustment for Nancy Gratz, Secretary, from 617.40, 16,052.40 to
676.20, 17,581.20. He explained that the reason for this adjustment was due to
the considerable amount of work that Ms. Gratz performs for the preparation of
bids and management of the telecommunications system as well as filling in as a
replacement for the Commissioners' secretaries. This adjustment would make her
salary equivalent to the Commissioners' secretaries.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the rate adjustment
for Nancy Gratz as per above.

4114-114 - CHIEF CLERK
Christine Dallatore, Chief Clerk, requested the Boar'd's consideration to
CREATE a Secretary position at the rate of 455.88, 11,853.00. Mrs. Dallatore
explained the reasons why this position is needed.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the CREATION of a
Secretary position as per above.
