Washington, Pa., March 19, 1987
The Washington County Salary Board met in session in the Public Meeting Room
of the Courthouse Square Office Building, Washington, Pennsylvania, at approxi-
mately 11:30 a.m. on Thursday, March 19, 1987, with the following members being
present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry. Also
being present: Christine Dallatore, Chief Clerk; Attorney Kathy Emery, Assistant'
Solicitor; Lou Lignelli, Director of Administration; Leo Trich, Executive Assistant;
Margaret Pennline and Janice Urban, Personnel Office; Mary J. Drewitz, Court
Administrator; Larry Spahr, Director of Elections; David Suski, JTPA Director;
Judi Lomago, Executive Secretary; Phil Garrow, Publications and Information
Coordinator; Floyd Laubham, Planning Commission; Jon Stevens, Observer -Reporter;

Approval of Minutes
Miss Beharry stated that she had some questions regarding the minutes of
the meetings of December 29, 1986 and January 15, 1987, which would require her
to listen to the tapes. Chairman Mascara therefore directed that approval of the
meeting minutes of December 29, 1986, January 5, 1987, January 15, 1987 and
January 22, 1987, be held in abeyance.

Myra Bernhart, from Youth Coordinator, bi-weekly rate of $723.25,
to Administrative Officer II, bi-weekly rate of $757.80, temporary
move due to C. Derrico's maternity leave, effective April 3, 1987
Mr. Suski noted that overall there will be a savings of approximately $102.19.
Miss Beharry questioned Mr. Suski as to the job descriptions and duties of these
new positions. She noted that she did have a copy of the job description for
the new Counselor position. Discussion followed. Chairman Mascara directed
:Mrs. Pennline, Personnel Director, to develop job descriptions for the other new
positions. Miss Beharry stated that she has no problem approving the new
Counselor position and the temporary adjustment for Myra Bernhart, but requested
that the Board be given more information on the remaining items for a vote on a
later date.
Moved by Miss Beharry approving the CREATION of a Counselor positior
($15,200.00) and the temporary adjustment of Myra Bernhart as outlined above;
and that the remaining items be held in abeyance. Motion died for lack of a
second.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the reorgari-
zation as per above as requested by David Suski, JTPA Director.
Remarks: Discussion was held between Commissioner Paluso and Mr. Suski relative
to the OJT Counselor position. Mr. Petrosky made some comments relative
to the Board having to rely on the judgment of the department heads and
supervisors in terms of what internal departmental adjustments they feel
are necessary to operate their programs. He noted that Mr. Suski has
run a very successful program over the past few years.

JTPA SUMMER PROGRAM
Moved by Mr. Petrosky, seconded by Miss Beharry, approving the
CREATION of twenty (20) Summer Manager positions at the rate of $5.00/hour
(32-1/2 hours per week), effective May 18, 1987.
