PALUSO, COMMISSIONERS Minute No. 5-S-87 Office of the County Commissioners Washington, Pa., April 2, 1987 The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse Square Office Building, Washington, Pennsylvania, at approximately 10:35 a.m. on Thursday, April 2, 1987, with the following members being present: Commissioners Mascara, Petrosky and Paluso and Controller Beharry.. Also being present: Christine Dallatore, Chief Clerk; Lou Lignelli, Director of 'Administration; Leo Trich, Executive Assistant; Margaret Pennline and Janice Urbari, Personnel Office; Linda Young, Clerk -Steno II; John Litz, Acting Director of Human Services; Phil Garrow, Publications and Information Coordinator; Natalie Eddy, Herald -Standard; Julie LaCaffinie, Brownsville Telegraph; Jon Stevens, Observer -Reporter; and Dave Richards, Deputy Sheriff. Approval of Minutes Chairman Mascara asked if there were any corrections, additions or omissions to Minute No. 3-S-87 dated January 22, 1987. Moved by Mr. Petrosky, seconded by Miss Beharry, that Minute No. 3-S-87 dated January 22, 1987, be approved as written. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Miss Beharry stated that she was ready to approve minute No. 13-S-86 dated ;December 29, 1986, with some minor additions. She stated that on page 514 under the District Attorney's Office, she was requesting that the words "as a Special Prosecutor or an Assistant District Attorney" be added to the sentence which dread "Miss Beharry questioned Mr. Pettit relative to Samuel Reich's position." Discussion followed between Chairman Mascara and Miss Beharry. Chairman Mascara stated that he wanted to listen to the tape. More discussion followed. Moved by Miss Beharry that Minute No. 13-S-86 dated December 29, 1986, be approved with the additions as per above. Motion died for lack of a second. 4298 - SAFETY BELT GRANT Moved by Miss Beharry, seconded by Mr. Petrosky, approving the following: Safety Belt Coordinator, Rate 826.92, 21,500.00, change from contract position to salaried position Assistant Coordinator, Rate 365.38, 9,500.00, change from contract position to salaried position Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4461 - HEALTH CENTER (1022) Moved by Mr. Petrosky, seconded by Miss Beharry, to CREATE a slot of Unit Clerk, Grade 3, (80,%) Rate 5.075, 406.00, 10,556.00. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (1052) Moved by Mr. Petrosky, seconded by Mr. Paluso, changing the part-time slot of Laundry Worker to a full-time slot. Remarks: Chairman Mascara requested Mr. Litz to check with Dr. Parks, WCHC Administrator, to make sure that we are still realizing a savings by doing the laundry in-house as opposed to contracting the services. Roll call vote taken: Miss Beharry - Yes; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 4491-2540 - HUMAN SERVICES DEVELOPMENT FUND Mr. Litz, Acting Director of Human Services, requested the Board's approval of the following items: Reclassification of Clerk Typist II position to Data Base Manager position; salaried slot Toni Sabo, from Clerk Typist II, Grade 4, Step B, Rate 6.553, 425.95, 11,074.70 to Data Base Manager, Rate 519.23, 13,500.00 CREATE per diem slot of Clerk Typist I, Grade 2, (80'%) Rate 5.017 Mr. Litz explained the reasons for his requests and noted the developments occurring in the human services programs and the computerized management informa- tion system. Miss Beharry asked Mr. Litz several questions relative to his requests. Discussion followed. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing requests as presented by Mr. Litz.
